Blocked Communism Lions International opened its convention Wednesday with a message of high praise from President Carlo. P. Garcia of the Philippines for having play ed a key role in blocking the expansion of Communism in the island republic. At a distric governors' lunch eon. District Governor Eugenio Eusevio of the Philippines pre sented on behalf of President Garcia a plaque to Lions of Cali fornia and Nevada, citing them for their "invaluable contribu tion to the fight against and in the virtual destruction of Com munism in the Philippines." The western Lions had re sponded to a plra in 1954 by the h'te President Ramon Magsaysay to provide farm tools for Huk dissidents being stirred into revo lution by the Communists. Lions collected more than 25 -000 tons of farm equipment, food and clothing which were shipped to the Philippines. Continued Testing Claimed Price of Clean H;Bomb Washington IP The weap ons people have told President Eisenhower that the price of the clean H-bomb is continued testing. They put it to him less bluntly than that: They said "give us four or five years to test each step of our development and we will produce an absolutely clean bomb." The President so quoted them at his news conference Wednes day. But he went on to say that he is nevertheless determined lr "go right ahead" with Ameri can proposals for suspension of tests as a first step toward ulti mate diasrmament. So whether the clean H-bomb ever is perfected remains to be seen. By "absolutely clean" the weapons scientists don't mean just 95 or 96 or 97.5 per cent clean. They mean an H-bomb that would generate no radio active fallout whatever. Fission Not Clean There is no such thing now. The weapons makers cannot now produce an H-bomb without an atomic fission trigger, and no weapon with fission in it is clean. Fission is the source cf all the weapons radioactivity that the world is so upset about. The scientists who put the lest issue to the President this week were Drs. Ernest O. Lawrence, Edward Teller and Mark M. Mills, all of the University of California radiation laboratory at Berkeley. That is the outfit that runs the Atomic Energy Commission's hot-shot weapons lab at Livermore, Calif. Eddie Fisher Miffed Over London Incident London W Singer Eddie Fisher, who is one of Princess Margaret's fa"orite entertainers, was reported miffed today at a publicity man who allegedly an noyed the princess and snarled a royal singing engagement. Fisher, now vacationing in Paris could not be reached im mediately for comment. Sources here said Eddie was invited to sing tonight at a charity ball at London's Savoy Hotel, at which Princess Mar garet is guest of honor. But the invitation was reported can celled because of the work of the unnamed publicity man. The sources said the drum beater, without Eddies knowl edge, said the singer would appear only if he received a personal invitation from Clar ence House, Margaret's London home.
