In that year Congress saw fit to tax I all liquor even before withdraw j al from the warehouse. All these classes of revenue stamps are avidly sought by the revenue stamp collector. Many do not stop with the U S., either, as all countries have their owe revenue stamps. Among the series of 1862. in every way identical with the siamps tor documents, were stimps designated "proprietary." These were not documentaries, inasmuch as they were for use on "patent" or proprietary arti cles, mostly medicines, perfum ery and matches. After the first issue, stamp tax es were differentiated into two classes: documentary and pro prietary. Proprietary firms were authorized to furnish their own designs for government supplied tax stamps for their products. This tax. and the resulting stamps, were in use for several years after the war resulting in ninny odd and unusual stamps. Stamp Taxes In 1898, soon after the sinking of the Maine in Havana Harbor, Congress agaui enacted a War Revenue Act and appropriate stamps were put in use covering specifically documentary and proprietary stamp taxes. All the low values featured a battleship, and the lowest value proprietary really was low. namely 18 cent. The high value documentary waS SI. 000. died some time later, and the state took over his estate and had to sell my collection to sat isfy my loan. The heirs put it in i the hands of another dealer, who sold the collection to a Berkeley, Calif., collector for $1,000. When the collector died last year in his 90th year, another San Francisco dealer handled his estate for the heirs, and a prom inent revenue stamp collector in New York City asked me to go to San Francisco and examine the collection, paying my expen ses to do so. I appraiser', the collection and made a report to the New York collector, with the result that he bought it.
