These were not documentaries,
inasmuch as they were for use
on "patent" or proprietary arti
cles, mostly medicines, perfum
ery and matches.
After the first issue, stamp tax
es were differentiated into two
classes: documentary and pro
prietary. Proprietary firms were
authorized to furnish their own
designs for government supplied
tax stamps for their products.
This tax. and the resulting
stamps, were in use for several
years after the war resulting in
ninny odd and unusual stamps.
Stamp Taxes
In 1898, soon after the sinking
of the Maine in Havana Harbor,
Congress agaui enacted a War
Revenue Act and appropriate
stamps were put in use covering
specifically documentary and
proprietary stamp taxes.
All the low values featured a
battleship, and the lowest value
proprietary really was low.

the collection, paying my expen
ses to do so.

collector, with the result that he
bought it.
