A filibuster unquestion ably would prevent enactment of civil rights legislation. No rule change; no civil rights legisla tion". It is as simple as that. Shall the southern and nor mally democratic states be de prived by a change in Senate rules of the last important re minder of the power they once enjoyed within the Democratic party? There has not been much pub lic discussion of this latter phase of the filibuster dispute. Saarlanders Stage Parades; Celebrate j Return to Germany I Saarbruecken, Sarr . (U.R) i Jubilant Saarlanders staged vil i lage parades today to celebrate their return to the West German republic after 11'. 2 years of French control. The tiny territory, caught for 40 years in a tug-of-war between Germany and France return to West Germany at one minute after midnight. But already some of the 970. 000 Saarlanders were jumping the gun to greet the occasion. They began their New Year's Eve celebration this morning and planned to carry it right up until midnight. Calm Transfer The calm transfer of the 900.-square-mile coal and steel area will be in sharp contrast to the stormy days of 1935 when Adolf Hitler grabbed the Saar after a plebiscite in which a 90 per cent vote was cast for reunion with ! Germany. The new treaty whereby France agreed t give up the Saar was signed on Oct. 27. It re-" moved a major source of trouble between the two neighboring na tions. The 970.000 inhabitants of the Saar are alrnost unanimously German-speaking and their ties are with Germany. It will become the tenth state of the German federal republic ' arid will be represented in both houses of the Bonn Parliament. It will vote in the forthcomieig national elections in September. Duty Free But until Jan. V 1960, the ter ritory still will use French money and will have the strange situation of French customs of ficers inspecting and taxing Ger man goods moving into one of its own states. French goods will come in duty free. However tfce Saar postal and railroad services will be taken over by West Ger many. In three 'ears the territory will transfer to a German economy. Two Irish Groups Outlawed by Act ; Belfast. Brought servicemen perma nently into the social security program as part of a program of providing broader military sur vivor aijd retirement benefits. Government Collects Starting Tuesday, the govern ment will begin collecting from workers 2' 4 per cent of the first S4.200 of nnual earnings, or An estimated 7 million self covered by ; employed persons the program will pay 3 3 8 per cent, or a maximum of S157.50 annually. Triey now pay 3 per cent, or a maximum of S126. The higher tax will cause a reduction in take home pay of almost 50 million employees as soon as they receive their first paycheck for January work. Military personnel will be hit at the same time. Employers who pay quarterly won't feel the higher tax until April. Self-employed persons who pay annually won't feel it until they file their income tax return for 1957 in April, 1958.
