another during the preceding .
years. Specifically, they want to 1
get rid of Rule 22
Tne arguments for and against
thS adoption of new rules are
technical as they have been
stated so far. These technicalities
will be explained in subsequent
United Press, stories. The realis
tic political questions involved
are these:
Shall the Senate change its i
rules in such manner as to pre-'1
vent the minority of southern
Democrats from organizing a fili
buster? A filibuster unquestion
ably would prevent enactment
of civil rights legislation. No rule
change; no civil rights legisla
tion". It is as simple as that.
Shall the southern and nor
mally democratic states be de
prived by a change in Senate
rules of the last important re
minder of the power they once
enjoyed within the Democratic
party?
There has not been much pub
lic discussion of this latter phase
of the filibuster dispute. These,
however, are the facts:
Fot 100 years, or thereabouts,
until 1936, the states of the so
called solid South enjoyed a veto
power over nominations in
Democratic national conventions.

The Makahs are a strong
branch of the Nootkas of West

ern Vancouver Island, who were

sands of years the Makahs were
a tribe untamed by the Haidah
marauders, from the northern is
lands. When the white discover
ers came in the ships of Spain
and then under American, Brit
is?! and French and Russian flags
the Makahs met peaceful ap
proaches with friendly aid and
fellowship.
JIakah canoe builders were
master craftsmen. The women
were weave e who excelled in
the fabrication of garments from
the sot inner bark of the west
ern red cedar tree. The weapons,
tools and equipment of whaling
that the Makahs employed were
the work of artisans who had
mastered skills and processes
envolved through centuries,
ehe Whale Hunters
Makah whaling was an enter
prise of valor and skill in the
crew of an ocean-going canoe,
reinforced by team training.
The harpoonist was the mast
er hunter. The weapon he whip
ped away at a whale when the
canoe had closed up to striking
distance carried a stout cedar
bark rope in its flight a length
of some 20 feet.
A seal-bladder float was at
tached to the rope's free end.
The struck whale wuuld dive.

i float was harpooned to the
I whale, who again would dive
and come up for air. A third
Tiarpoon was thrown, with rope

wae neopatpd until the u-halp
j was exhausted by the labor of'i
i.drijwing the increasing load of
inflated seal bladders doven in
h?e .frenzied dive?, and by loss
es of blood.
Death lunged for the hunters
in every giant swipe from thf
tail of a harpooned leviathan or
(mm the slap of a fen. The tow
ing of a whale to the beach was
always a dull, grim, grinding
siege of hard and perilous la
bor, with the human lives in
the cedar canoe ever endanger

Parades; Celebrate
j Return to Germany
I Saarbruecken, Sarr . (U.R)
i Jubilant Saarlanders staged vil
i lage parades today to celebrate
their return to the West German
republic after 11'. 2 years of
French control.
The tiny territory, caught for
40 years in a tug-of-war between
Germany and France return to
West Germany at one minute
after midnight.
But already some of the 970.
000 Saarlanders were jumping
the gun to greet the occasion.
They began their New Year's
Eve celebration this morning
and planned to carry it right
up until midnight.
Calm Transfer
The calm transfer of the 900.-square-mile
coal and steel area
will be in sharp contrast to the
stormy days of 1935 when Adolf
Hitler grabbed the Saar after a
plebiscite in which a 90 per cent
vote was cast for reunion with !
Germany.
The new treaty whereby
France agreed t give up the
Saar was signed on Oct. 27. It re-"
moved a major source of trouble
between the two neighboring na
tions. The 970.000 inhabitants of
the Saar are alrnost unanimously
German-speaking and their ties
are with Germany.
It will become the tenth state
of the German federal republic '
arid will be represented in both
houses of the Bonn Parliament.
It will vote in the forthcomieig
national elections in September.
Duty Free
But until Jan. V 1960, the ter
ritory still will use French
money and will have the strange
situation of French customs of
ficers inspecting and taxing Ger
man goods moving into one of
its own states. French goods will
come in duty free. However tfce
Saar postal and railroad services
will be taken over by West Ger
many. In three 'ears the territory
will transfer to a German
economy.
