ROBERT SMITH Mail Tribuna Correspondent Washington The resignation of Clarence A. Davis as under secretary of the Interior Depart- m e n t symbol izes the end of an era in the m a n a gement of the nation's natural re sour ces. You might call it theMt'Kayera, because it be gan under President E i s- 4 Rout smiu enhower's first Interior Secre tary, Douglas McKay. Or you might call it the Tudor-Davis era in memory of McKay's two undersecretaries. Ralph Tudor and Clarence Davis, who were unquestionably the two strong est figures in influencing re source policies during McKay's tenure in the cabinet. When McKay was succeeded by Fred A. Seaton last spring, it was a rebuff to Davis, who had hoped to be promoted to secretary and who had the back ing of the most powerful west ern Republican senators. Seaton asked Davis to remain as under secretary and when Davis agreed it was generally under stood that it would be only a temporary stay, possibly through Eden Calls for Showdown in Party London U.R Prime Minis ter Anthony Eden called a meet ing tonight of his divided Con servative party for a showdown with party rebels on the Suez crisis and the resulting economic .difficulties. But first he goes before the House of Commons to answer another barrage of questions by the Labor party opposition and to try to strengthen his govern ment leadership. The conservative Daily Sketch, one of the strongest sup porters of Edon throughout the long Suez crisis, said tonight's political session could make or break his career. The party is either split or dis contented over the outcome of the attack on Egypt and the mas sive home front problems that have boiled up because of block age of the canal and sabotage of oil pipelines. Campaigned for McKay During this period of months, there have been no outward changes in resource management policies. Indeed. Seaton cam paigned for McKay in Oregon in the fall, warmly endorsing his record and defending the policies from Al Sarena to Hells Canyon which made the McKay era such a controversial one. With the election returns, in which .many western Republi cans including McKay suffered severely, there came a deter mination in high GOP circles here to make some significant changes in resource policy a problem that is still under con- TO FLAG Watertown, N.- Y. When reports leaked out that Seaton was ordering a reapprais al of the power policy which had originally been drafted by Tudor and passionately adhered to by Davis, the reaction of Davis was that "I would be greatly sur prised" if any change is to be made in the power policy. He added: "Dwlght Eisenhower will not Local Man Awarded John Dunlap, Jackson county sheep grower, was named win-. ner of third prize in a statewide sheep production contest by the Oregon. SPECIALLY PRICED FOR CHRISTMAS OPEN 00 A.M. to Too, at 115 East Main St. Tuesday, December 18, 19tS Within the past few days, as 1 the resignation of Davis was an nounced, it was reported that Seaton had decided to step into the Snake River situation in the following manner: 1. Request that the Federal Power Commission, which is in the midst of hearings on Pacific Northwest Power Company's li cense application, suspend furth er consideration of the utility's plan for a low dam at Pleasant Valley and at Mountain Sheep sites downstream from Hells Canyon. Mora Beneficial 2. Explain that a preliminary report prepared by the Interior Department indicates that a high dam at Pleasant Valley would be more beneficial in terms of flood control, power output and irrigation subsidy than the pri vate utility's scheme but that before any final decision is reached, a more detailed study POINSETTIAS HOPPE'S Greenhouse & Florist 305 Lozier Lane 2-6378 BETTER AUTOMATIC TOASTERS 16 9 00 P.M. eea MEDFORD (OREGON) MAIL T9jr-ti?VgS An Era should be undertaken of the full implications of a higher dam, When Seaton came to t!je" Di tsrior post fronj the White Hmise staff, he brought with hin a reputation for being a trouble shooter.
