An AWOL soldier, who told police he get a 12 million dollar church fire in anger over being unable to pen a poor box, will be ar raigned today on arson charges. PFC. Robert Whelan, 18, of Somerville, Mass., also was being questioned about other church fires in the Boston metropolitan area in recent weeks. Whelan, who' is absent with out leave from Fort Devens, Mass., was arrested Monday on charges he set a fire which de stroyed St. John the Evangelist Catholic church here Saturday. Carrier Integration Has Scant Attention Atlanta (U.R) Southern state officials gave scant atten tion to Attorney General Her bert Brownell Jr.'s bid for "vol untary" integration of common carriers. Interest appeared riveted in stead in the future on the time when the first actual step is tried. Until then most of the seg regated South seemed prepared to stand pat. In Montgomery, Ala., where the test case originated, city of ficials said they will obey the law but Alabama's Public Serv ice Commissioner C. C. (Jack) Owen says he has a plan for cir cumventing the decision. Mississippi's top officials had previously said Brownell cannot overthrow their segregation laws. The Brownell policy ap parently caused no change in of ficial attitudes in Virginia, the Carolinas or Georgia. In North Carolina alone integration is tacitly allowed, but it is rare in practice. Ui MaU Tribune Want Adi Herter Seen Possible Successor To Dulles Jacksonville, Fla. (U.P.) Rep. D. R. (Billy) Matthews (D-Fla.) says the appointment of Massa chusetts Gov. Christian Herter as undersecretary of state may be the first step in ousting John Foster Dulles from the State De partment's top job. Matthews said it's a "pretty good guess" to believe Herter was placed in the job held by Herbert Hoover Jr. as a first move to boost him to Dulles' post. Matthews said he based his opinion on the effect of "Dulles' terrible illness." He referred to the recent cancer operation un dergone by Dulles.
