Horthy, Former Hungary Regent, Huddles at Radio for News of Nation Estoril, Portugal IU.PJ An old r.wo has huddled around a radio night and day for the past weeks, listening with strained faS to the news of Hungary. Occasionally he sleps his chaif in despair. Sometimes tears 'well into his eyes. This is Adm. Nicholas Horthy, former regent of Hungary, whom Radio Moscow, and the Kadar regime in Budapest blame for sparking the Hungar ian revplt. Friends , of the 88-year-old ad--mfral say that he cannot be f liaked to the, uprising by the wildest flight or? imagination. They describe him as a relic of history 4io lives on the memor ies csj the years he ruled Hun gary from the royal palace in Budapest a regent. Horthy ruled with an iron hand during those years after World War I. He made and un made cabinets, established his son, Stephen, as deputy regent. He took Hungary into World War II on Germany's side but In 1944,, asked the Allies for an armistice. The Germans immediately ar rested him and Hungarian Nazis took- over the country. He was liberated by American troops and later came to Portugal with his wife, Magda. Their place is a far cry from the luxurious residences of other exiles such as Don Juan of Spain, former King Kumberto of Italy, and Carol of Romania. Book Didn't Sell ' Their income is mainly from royalties of the autobiography Horthy published two years ago. It did not sell well. Friends also help them. Despite his age, the admiral is physically fit and straight as a ramrod. He adheres to a mili tary schedule. Unitl the Hun garian revolt, he was up at 8 sharp, breakfasted and then took a walk. He spent the rest of the forenoon reading foreign newspapers and magazines and in the afternoon wrote letters and had friends in for tea. The crisis has disrupted his schedule and he spends most of his time now at the radio. Friends describe him as heart broken over the Hungarian bloodbath. He is described as be ing bitter at the West for not supporting the revolution with action. Revision in Stale School Aid Urged Portland ,U.R) The Legisla tive Interim Committee on Edu cation yesterday adopted a rec ommendation calling for a radi cal revision in the method of distributing state aid to schools. The recommendation, the so called "key system," to go into effect must receive the appro val of the state Legislature. The plan would change the present system of giving state aid to the basis of so much per pupil to a formula of establish ing a "basic education program" and .then distributing state funds to districts in the amount needed to bring them up to this program. Suggested amount of the basic program was $230 per year for each elementary school child and $300 per year for each high school student. The plan would have the state give back to each district the amount necessary to achieve this expenditure for each pupil after the district's tax resources have been exploited. The proposed "basic education program" would be set at an amount to provide . services which the state determined all districts should be required to maintain. Tuesday. November 27, 1958. Bowes warn yesterday that local plans for participation in the 13-year fed eral highway program should be made immediately. "Let's get it into the heads of our city councils and the citi zents of our towns that there is a job of planning work to be done now not 13 years from now," Bowes told the some 700 delegates to the meeting. The Portland commissioner said the individual city plans should show existing highway and street facilities, proposed new facilities, parking facilities and circulation patterns. He pointed out that the $642 billion federal highway pro gram does not provide funds for assisting towns or cities in mak ing highway plans. Kidnaping of Nagy Believed by U.S. Washington (U.R) A State Department spokesman said Monday that this country has "no reason to doubt" that for mer Hungarian Premier Imre Nagy was kidnaped by the So viet puppet gcvernment of Hun gary. Department Press Officer Lin coln White said U.S. reaction to Nagy's disappearance is the same as it was in the deportation of Hungarian freedom fighters to the Soviet Union.. In that in stance he used the word "revul sion." Nagy, who briefly headed the independent Hungarian govern ment during the recent anti Soviet uprising, was seized in front of the Yugoslav embassy in Budapest. The present Soviet - backed government claims he went to Romania of his own free will. But Yugoslavia has charged Nagy was kidnaped. White made clear that the United States agrees with the Yugoslav version, but said he did not know whether this country plans any diplomatic action.
