The committee report was sub mitted to the association's- 25th - annual convention by" Chairman iJugh A. Shamberger, Carson City, Nev. Committeemen are from each of the 17 V.'estern reclamation states. Much oi the report was devot ed to a discussion of recommend ations on a national water policy presented in recent years by a Hoover Commission .task force. the President's Cabinet Advis ory Committee and the St. Louis Interorganization Conference on Water. Look To CcngreM s The NRA committee said that It recognized the. value of the reports prepared by president ial study commissions but it said it "recognized a fatal defect in that entire approach." "In the final analysis," the SUambergcr committee declared, "Congress must set .the policy and standards of a water policy under which ' it will authorize the construction of projects. The executive branch, in the exer cise of its constitutional powers, can only recommend." The committee commended the Senate tor action at the siwion in approving a resolution calling for establishing national policies and standards' in the field , of land and water re sources conservation and pledg ed NRA cooperation. It urged that the next session of Congress enact legislation that reaffirms the supremacy of state water right policies. The 55-year-old convict asked Klamath County Sheriff Mur ray Brit ton to send him back "home" because "life just reach ed too fast a pace during the 21 years I was behind bars. "I felt like Alice in Wonder land." Marrero said. Marrero was o originally sen tenced to life in prison because he and two companions fatally wounded a professional gambler during a holdup on a railroad work -train in 1931. . Before he was paroled five years ago he had become the prison chess champ. But, com plained the convict, I couldn't find anyone who would take the time to play a game of chess on the outside. It's the material things that cunt now." Marrero came to the United States from Puerto Rico when he was 15. He said that he had been going straight except for crossing the line into California in violation of his parole. In a 10-page diacuasion of the report sent to Congress by Presi dent Eisenhower from his Advis ory Committee on Water Re sources Policy, the secretaries of interior, defense and agri culture, the KRAj committee said it agreed with some findings, but disagreed with others. The committee agreed with the presidential committee in general in these findings: That there should be more co operation and coordination of federal agencies with each other and with the states and local interests. That it is neither practical nor desirable for the federal go ernment alone to assume re sponsibility for complete de velopment of water resources. And that each major water resource project be authorized by Congress, although the NRA asked that individual authoriza tions not conflict with basinwide plans. It also disagreed with the ad visory committee suggestion that an independent board of review be created to analyze the engin eering and economic fesibility of projects. Further disagreement was ex pressed on the technical ques tion of ratios of benefit-cost on water development projects. The NRA committee said it believes that benefit-cost ratios should be calculated using a proper evaluation of direct, indirect and public benefits.
