Tuna Fish Industry Charged With Conspiracy to Fix Price Washington U.R" The Fed eral Trade Commission charged today that most of the West Coast tuna fish industry is en Caged in a conspiracy to fix tuna prices and prevent competition in the industry. The FTC complaint named the California Fish Canners Associa tion, Inc., and 13 of its members; one nonmember. Columbia River Packers Association: three fish ermen's unions and seven boat owner associations. The following boat owners as sociations were named in the complaint: American Tunaboat Associa tion. San Diego. Fishermen's Coperative Asso ciation of San Pedro. Seine and Line Fishermen's Union of San Pedro, an affiliate of Seafarers International Union of North America. The complaint allesed that the boat owners associations "each year in an unauthorized manner negotiate with the canners to I fix the prices Daid to their mem bers for raw tuna." It said that the unions "then enter into work ing agreements with the boat owners 'on the basis of the ille gally fixed prices, with the unions retaining the right to ap prove or disapprove such prices." Canners Charged The canners were charged sep arately with "conspiring among themselves to maintain fixed prices which they charge for canned and frozen tuna and to suppress competition among themselves and with others." Some of the canners and boat owners also were charged with conspiring to prevent competi tion from the Japanese tuna in dustry. "The result of these activi ties," the FTC said, "is to hinder catching tuna in Pacific waters and in Japan and to restrain competition in the purchase of raw, canner and frozen tuna. The ultimate result ... is that the public must pay more for tuna." Those named in the complaint are given 30 days to file an an swer. The FTC said it has sched uled an examiner's hearing at Long Beach Nov. 19. VFW Slates Meeting At Shady Cove Sunday Commander Dan F. Krotz II and President Virginia L. British farmers predicted the worst harvest since 1912, and some said it might be as bad as the worst on record, that of 1879. British minister of agriculture, Heathcoat Amory, said condi tions in Yorkshire may soon be come "disastrous" while the Sur rey National Farmers Union said that country was "desperate" and that "many farmers are talk ing of plowing up their corn, not even attempting to gather it." Similar gloomy reports came from Bedfordshire, Huntingdon shire, Essex, Lancashire and Wales. In France, heavy summer rain came too late to do either good or harm. French crops suffered irreparable damage during the coldest spring months in history, and the rains came too late to help new plantings. Discoverer of Drug Dies in Hospital Hamden, Conn. (U.R) Dr. Benjamin M. Duggar, 8 dis coverer of the drug; aureomycin, died Monday in Grace-New Hav en hospital. Duggar died about five hours after he was admitted to the hos pital. He had been living here with his daughter, Mrs. John Adams. He retired from college teach ing at 70 and went on to discov er the drug which was made av ailable to doctors in 1948, three years after he began his research. Aureomycin has been found ef fective against some infections which fail to respond to penicil lin and other drugs. Duggar was a research con sultant at the Lederle Labora tories of Pearl River. N.Y.. for the past 13 years. Lederle cred ited Duggar with discovering au reomycin, but Duggar always in sisted it was the work of a team of scientists and that "no one man docs it." Boston ;U.R! Smith Says Mental Illness Is Top Problem j Portland UR) Putting an end to the rapid population ! growth of Oregon's mental hos- j pitals will require several bold j steps, Gov. Elmo Smith said to- I day. Gov. Smith told a northwest industrial health conference luncheon here that mental ill ness is Oregon's as well as the nation's number one health problem. He said more than one half of the total hospital beds in Oregon are occupied by men tal patients whose treatment costs the state nearly $1,000 an hour. Suggestions Made The 5,000 patients in Oregon's two mental hospitals plus the 1,900 in the home for the men tally retarded cost the state about $21,000 every day, the governor said. He suggested making addi tional medical staff available through a residency training program, additional facilities to eliminate overcrowding, cooper a the research with other states and the federal government, a stepped-up social worker pro gram for discharged patients and an increased number of oc cupational and industrial thera pists. "We are still short of the goal we must reach." the governor said. "Each year the population of our mental institutions in creases by about 100 patients. Admissions exceed discharges," the governor explained. Jan Murray Ditches Established Show In Favor of 'Treasure Hunt Program By WILLIAM EWALD United Press Correspondent New York U.R) What makes a TV star ditch an established show and start from scratch again? Jan Murray did it last Friday with his "Dollar a Second" on ABC-TV. He junked it in favor of "Treasure Hunt," despite the comfortable ratings that have been notched by "Dollar a Sec ond" (the latest Nielsen gave it a 12, quite adequate for a sum mer effort). "It's something I've been working on since last winter," explained Murray today. "And I guess the primary reason was the feeling that we would be in for much stiffer competition on Friday nights this season. Faced Stiff Competition "We heard that NBC was go ing to put on big Friday spectac ulars and that CBS was going to put on a 90-minute drama show on Friday nights. Well, it turns out now that isn't exactly so, but it was the talk at tha time. "We tried to get a different time slot, but no dice. So we had this thing confronting us and we decided to lick it with a new show." 'Murray had some definite ideas about what he wanted. For one thing, he had a hankering for another audience participa tion show like "Dollar a Sec ond." "It's the type of show I like to do best," said Murray. "Peo ple all by themselves can be wonderfully funny." For another thing. Murray wanted a quiz show that would be unlike some of the other new ones. "This quiz business has been getting fantastic lately," said Murray.
