The resignation came in the wake of controversy over de partment 'policies which started last May when the voters re fused to approve a measure cut ting the work week to 56 hours instead of the current 72-hour schedule. Recent controversy in the de partment had resulted in the sus pension of Capt. Fred O'Sulli van and engineman Patrick Flynn for violating department regulations in giving out unau thorized interviews. Oregon Firms Ask Income Tax Refunds Portland JU.PJ Suits asking nearly $150,000 in income tax refunds were filed by two Ore gon paper manufacturing firms here yesterday. Oregon Pulp and Paper com pany asked that $117,000 be re funded and Columbia River Pa per Mills ordered a return of $24,000. Oregon Pulp declared federal income tax officials disallowed the $117,000 refund to which the company said it is entitled be- Tuesday, August 28, I9SS Pigeon Problem Plagues Cities Chicago (U.PJ Cities through out the country have been driv en to extremes to get rid of pigeons that roost, nest, fight and raise families on the ledges of public buildings. The American Public Works Association said pigeons have three character defects that make them a social problem: 1. They make too much noise. 2. Their uncivilized habits de face the surroundings and im peril people walking below. 3., Their very numbers mar architectural beauty. Among cities which recently have reported the need for f'.rm anti-pigeon measures are Chi cago, Denver. Montreal, Cincin nati, New Orleans, Baltimore and New York. The Chicago Transit Authori ty hired the Twin City Pigeon Eliminating Co. of St. Paul, Minn., to rid its elevated rail way stations of pigeons. The CTA tried to conduct its own anti-pigeon program by use of sharp-toothed metal stripping along roosting beams. But the birds didn't mind the discom fort enough to go away. The St. Paul firm is setting box-like chicken wire traps, us ing shell corn, water and female pigeons as lures. Denver's statehouse has been a favorite roosting place for pigeons, and officials there have used a chemical that exudes an odor which doesn't bother hu man beings but which pigeons find highly objectionable. In Montreal, a glue-like sub stance was used as a pigeon re pellant on the city hall. New Orleans and Cincinnati have used a chemical compound made by National Bird Control Labo ratories of Skokie, 111. New York has undertaken to remind citizens that it is against the litter law to feed pigeons. Around Hollywood By ALINE MOSBY United Press Correspondent Editor's note: Aline Mosby Is on vacation. The re markable success of the recent household hints featured on the television show I commit on CBS each weekday prompts me to immortalize in printed form some of the advice we have given. I fear that unless they appear in printed form many of these domestic gems will be forgotten. Here, therefore, is a list of household shortcuts, fresh from The Johnny Carson Show," wrapped in newsprint to pre serve their rich, nutlike flavor: Fruit Stains 1. Fruit stains may be re moved from expensive fabrics with a pair of scissors and some small patterns. The patterns should be cut exactly to the size and shape of the stains to be removed, then pinned direct ly over the stains. Cut around the patterns with the scissors removed. 2. If you are bothered by earthquakes, you can rid your home of these household pests by removing the house from its foundations and floating it in mercury. 3. To clean out zinc pipes, first drain the pipes, then pour in undiluted sulphuric acid. Toss in a lighted match and stand back. The explosion will blow the pipes clean out of the house. 4. If the elevator in your house is inclined to stick be tween floors, try rubbing a little soap in the shaft. Welcome Mat 5. For an original and catchy welcome mat for your front door, paint "step in!" on the trigger of that old bear trap in your attic and place it on the doorstop. 6. Tired of washing dishes after every meal? Try hiring someone to do it. It's astonish ing how little trouble dirty dishes can be when this method is used. 7. If you want gypsies in your back yard, these decorative and picturesque nomads can be at tracted by spraying the premises liberally with money. 8. To prevent bears from nest ing in your basement, put a few caribou in it. It's well known that bears and caribou do not share the same basements. 9. If your child refuses to practice his penmanship, have a fresh concrete driveway put in and give the kid a twig. The Medical Roundup by Rus . fllVV After reading my recent col umn on Maxine Davis' book "The Sexual Responsibility of "1 W o m a n, s e v e r al wo men have ask ed if anything can be done for the im potence that c o m e s to many men in middle life. One woman who writes Visi-?s 1 Walter Alvarez feelingly and intelligently and anonymously says "I feel that I am sleeping with a stranger a good-night kiss seems too much to ask for. ... If a man is not smart enough to under stand a woman's nature, no wonder the divorce courts are full of cases." Some of the women who are still highly sexed in their 40s or 50s miss a sexual life while others say that although they can easily put up with the lack of sexual life in itself, they can not easily put up with the lack of any sign of affection on the part of their husband. So often an impotent man fails even to kiss his wife or to caress her in any way. The man retires to his own bed or to his own room. The couple live like brother and sister. One woman says, "The wife abhors the thought of be ing just a housekeeper to the man she loves. . . . Impotence is not normal, and it is not normal for us to be forced to accept it, no matter how much we love them. They should be enlighten ed as to their responsibilities, and to the keeping of their wife's love before they lose it." So often, in these cases, the wife for a while begs her hus band to go to a physician to see if anything can be done.Usually, not only does the man refuse to do this, but he refuses even to listen, or discuss the subject. In this behavior, I think such men are unfair and unwise, al though it is true that in most cases a physician cannot help. About all he can do is to discuss the psychologic factors. Perhaps he can try the effe:c of male hormone. Unfortunately, when, as usually happens, the impotent man's troubles are psychic in origin, and he has all the male hormone he needs, the taking of more cannot help him. In many cases of this type in which I have been able to study the man, I have found that his sexual drive was never strong, and hence perhaps what little drive he had was gone by the time he was 45. Oftentimes, if the wife had re mained a good sexual partner, the man might have gone on being adequate for several more years, but when his wife was a poor partner he soon lost any strong desire to touch her.
