Pangborn, editor of the Oregon Journal, said yesterday Commu nist propaganda has failed to make the Russian people anti American. Pangborn spent 23 days in the Soviet Union on a study group tour sponsored by his newspaper and the World Affairs Council of Oregon. "Ordinary Russians went out of their way to be nice to us," Pangborn said in an interview. "They were extremely friendly. They were eager to talk to us, particularly if they knew a little English. However, Russian experts told me it has diminished a great deal and does not compare to the past. The former secretary of the interior urged a Unified con servation program for Oregon, federal purchase of Klamath Indian lands, and wildlife refuge status for the Upper Klamath marsh.
