A few days after I bought a beautiful big car it j was stolen. In a week it was found by the police. He had driven . my car aimlessly about, stealing Sssoline from other cars. Each tiin 1 was ordered to be j on hand at 9 a.m., and each time, i about noon when the case would I be called, tiw lad's attorney would jet a continuance. I aoim 'saw that he- xta just trying to I sf rid of me. A- a busy phyji 1 nan I could ill afford to lose thought I was dur.g. wh.y was I maliciously persecuting tiie lad.' He then gave tne fellow a sus pended sentence, and sent him out to steal more cars. Few Beds Vacated Perhaps he acted this way be cause his jail was so full he could not send in many new criminals each day. He may have fell as I did 50 years ago when one winter I was admitting-officer for a huge old city hospital. The place was! full, and no patient wanted to go ! out into the cold. I knew that in ! each 24 hour period only a few beds would be vacated, hence all day I had to keep turning away patients who really should have been admitted. I had to save at least half a dozen beds for the ; few acutely ill or smashed up ; persons v ho w ere almost certain i ' true that the over-crowding of jails makes it impossible to pun ish many criminally negligent drivers. It might be a good idea to study conditions and proce dures in cities like La Crosse, Wise, in which for a long time there have been no serious high- ' way accidents. Too often, when a big problem comes up we hu mans do not know how to do the necessary research work to find what is wrong, and how some I cities have largely solved the difficulty. Al though most industrial accidents cccur during a low morale state there is danger during high emo tional swings as well, according to a study of some 800 accidents. The study was made by Dr. Kexford Hersey of the Univer sity of Pennsylvania, and the re sults are published in his book "Zest for Work." Emotional lows covered less than 20 per cent of the average worker's 35-day emotional cycle, but almost 60 per cent of the accidents necu.rcd during these low periods. :.-e study rpea!rd. An srin;tior,?l 20 per cent were reported during high cycli cal ' swings. Hersey said. He blamed the incidence of acci dents during these periods to over-confidence and the desire to speed up production to an ex lent that is "incompatible with th observance of ordinary safe ty precautions.
