(Imtarnatioaatl Steel Producers Offer Five Year Pad With Union New York ttJ.R) The "big three" steel producers have asked the United Steelworkers for a five-year contract calling for automatic pay Increases an nually, an informed source said today. The companies, TJ. S. Steel, Bethlehem and Republic,- have offered the union a package in crease approaching 15 cents an hour, including a wage hike and a form of guaranteed annual wage, it was learned. The companies feel their coun ter proposals to the union's con tract demands form "a major economic effer" that could lead to an early settlement of bar gaining talks. Union Studies Plan The union took the day off from negotiations to study the companies' offer. The union's de liberation could determine whether the nation is hit with a costly steel strike this year. ' The long term contract re quested by the companies is simi lar to those now in existence at General Electric and Westing house Electric. Recent contracts in the steel industry have been for two years duration, with a wage reopener after one year. The longer con tract would guarantee labor peace in the key steel industry for five years and remove much of the uncertainty that always plagues the industry around ne gotiating time. Both Sides Optimistic l ' David J. McDonald, president of the USW, will present the companies' counter offer to the union's powerful Wage Policy committee Friday morning. For mal negotiations between the companies and the union resume Friday afternoon after a one day recess. 'Most industry and . union sources appeared very optimistic that a new contract for 650,000 steel workers will be signed be fore the June 30 strike dead line.' .
