New Water Main Construction Set To Start Tuesday City crews were to start con struction of a 12-inch water main on Eighth st., from Orange to Oakdale sts. today, accord ing to Robert Lee, assistant wa ter superintendent. The main will serve as a feed er main and interconnect with the feeder main from Oakdale to Jeanette sts., he said. The first section of the project, from Orange to Jeanette sts., was completed two years ago, he said. This section will be com pleted in about three weeks, Lee added. City crews completed con struction Friday of a 12 inch water main on Barnett rd. from Bear Creek to Black Oak st. and construction of a 10 inch water main from Black Oak St. to Mur phy st., Lee said. The operation also included installation of seven fire hyd rants, he said. Though the main is completed, Lee explained, it hasn't been sterilized. He said sterilization will occur this week and the main will be ready for service connection by next week. Persons on Barnett rd., who want service from this main, Lee said, should come into the wa ter department and make ar rangements for service connection. SEEING DOUBLE COMMON Bay City, Mich. But they admitted that capture of the presidential nomination at I the Chicago convention in Au gust by an all-out "liberal or civil rights advocate could spell trouble. They said the platform poses less of a problem. Third Party Difficult '"History has proved that it is extremely difficult if not im possible to establish a third party when you are the minority party seeking to become the ma jority party," one Democratic strategist said. As of now. South Carolina is the only southern state where the regular Democratic party organization has taken a step that might point toward a bolt in the November election. The state convention, which met earlier this year to pick its national convention delegation, agreed to assemble again after the Chicago convention in Au gust to decide if the party nomi nees and platform are accept able. Just what the South Carolin ians would or could do if the answer is negative is not clear. It has been suggested that they might pledge their presi dential electors to a "favorite son" presidential candidate in the long-shot chance that the election of the president would be thrown into the House of Representatives. This would occur in the event no presidential candidate re ceived a majority of the elec toral votes. The House would then proceed to name the pres ident from the three candidates receiving the most electoral votes. Deep South Carried This has happened only twice in American history. The House in 1800 elected Thomas Jeffer son over Aaron Burr when they had tied in electoral votes. In 1824, John Quincy Adams was chosen over Andrew Jackson. Sen. J. Strom Thurmon (D-S. C.) who headed the States' Rights Democratic ticket in, 1948, has said that he does not pres ently advocate a move toward independent presidential elec tors. But he said it might later "become necessary to nominate a third candidate or set up a third set of electors." The States' Rights movement in 1948 sometimes called the "Dixiecrat" ticket carried the Deep South states of South Car olina, Alabama, Mississippi and Louisiana. The lateness of the Demo cratic convention this year may work against the possibility of a third party movement. There will be less time between the convention and the election to get an organization in motion than there was in 1948. Government May Refuse Clemency Washington (U.R The Su preme Court has ruled 5-4 that the government may re fuse clemency in a deportation case on the basis of confidential information. The case was brought to the high court by Cecil Reginald Jay, 65, a native of England who had lived in the United States since 1921 without becoming a citizen. He was ordered deported on grounds that he had been a member of the Communist Par ty between 1935 and 1940. Jay, a former employee of the Seattle Housing Authority, asked to have the deportation order suspended, claiming that he had not been a communist since 1940 and had thereafter been a person of good moral character. Chief Justice Earl Warren and Justices Hugo L. Black, William O. Douglas and Felix Frank furter dissented. Olmstead was fishing with his brother and stepfather when the brother, fishing across . the stream, heard a splash. . He then saw what he believed was Ron ald's body being carried through the rapids.
