There is an exhibit of locks in the National Housing Center right now. Some are awful old. Robert F. Loftus, who heads the press section of the center, showed me one of the exhibits. It was a set of Army handcuffs used in the Revolution. Bob said to try them on. "Maybe these things," he aid, "will tie your fat little lunch hooks so that you never again will get the National Asso ciation of Manufacturers, like you did once." He tied my hands with the ir on chains. Lucky somebody not Bob, who would like 1o see my hands tied for life was around with a key. A large scale sea and air res cue operation- was thrown into action to find any possible sur vivors. The Pendeen lifeboat, which put to . sea when news of the crash reached here, was report ed to have rescued one of the three U.S. airmen aboard the plane. ROBERT SMITH Mail Tribune Correspondent Washington Two new de velopments in Congress this week improved the prospects of the federal Hells Canyon dam bill being brought 'to ' a showdown vote in both House and Senate. Bills author izing the proj ect have been jammed up in committees ' of House and Senate since last year because sponsors of the legisla tion have been unable to muster enough votes from committee members to bring it up for de bate. A R e publican congressman, Rep. J. Edgar Chenoweth of Col orado, is telling friends that he has decided to vote for the Hells Canyon bill a move that would break the solid line f Re publican opposition that hereto fore has kept the bill tied up in committee. : Chenoweth's vote appears to give sponsors of the bill a safe margin in the House Interior committee; where Democrats hold 16 seats and Republicans 13 seats. Up to now two . southern Democrats have indicated they would side with the 13 GOP members, giving opponents a 15 14 voting lineup that would stop the Hells Canyon bill. By switching over to support it, Chenoweth would reverse the situation and give, supporters of the bill a 15-14 vote, enough to clear it from the committee. Expects Support ' Chenoweth's reason for decid ing to support the high dam in Hells Canyon, where. Idaho Pow er co. hopes to construct three smaller projects, is a pragmatic one. By doing this he expects to win Democratic support for a controversial reclamation proj ect that is the biggest thing in his southeastern Colorado dis trict. It is the Fryingpan project on the Arkansas river, which is tied up by the Democrats in the House' Rules committee. " The logrolling ' arrangement between this Republican and Democratic sponsors of Hells Canyon recalls how midwestern sponsors of the St. Lawrence Seaway several years ago picked up western votes by promising to support pending reclamation bills, such as the Upper Colorado project. Today both the St. Law rence and Colorado projects have' been enacted by Congress a' tribute to the success of vet eran legislators to scratch the right backs in order to gain fav orable action : on . controversial legislation.' The development in the. Sen ate is the backstage plan to switch Sen. Russell B. Long CD La.) from the Interior commit tee, where he has said he would oppose Hells canyon, to the For eign Relations committee, where a vacancy now exists due to the recent death of Sen. Alben W. Barkley (D-Ky.). Appointment Expected - It is thought that Barkley's successor, named by Kentucky Gov. A. B. (Happy) Chandler, will be placed on the Interior committee, unless another Dem ocrat meanwhile asks for - the seat now held by Long. Elmo Smith to vote early . in Friday's pri mary election.. V "If it is possible to vote early, thii will be an accommodation to everyone concerned," the Governor added. With Long on the Interior committee, the voting lineup has been 8-7 against the bill. This consisted of Long voting with the seven Republicans on the committee to block its approval, while the remaining seven Dem ocrats favored the bill. Among the committee members involv ed in this critical lineup are two from the Northwest who are supporters of the high dam. Sen. Henry M. Jackson (D-Wash.) and Sen. Richard L. Neuberger (D-Ore.).
