Millard ruled here Friday that the practice of the Josephine county unit school board of doing its own building contracting was illegal. The ruling was made on peti tion of a group of Grants Pass contractors who cited a section of state law limiting the power of school boards and requiring expenditures of more than $2,000 to be placed for competitive bid ding. The school board recently built its own shop at Cave Junc tion at a cost of about $5,000. Ages of the 3,064 University of North Dakota students range from 16 to 67.
