The action is the latest victory for a House Government Oper ations Subcommittee headed by John E. Moss (D-Calif.) which has been protesting the suppression of public information by federal agencies. Post Office Department solic itor Abe McGregor Goff, in a letter to Moss, said the depart ment had withdrawn its request to the Civil Service Commission to keep the names secret "since you feel so strongly about the matter." It was not immediately known. however, whether the Civil Serv ice Commission would take the secrecy wraps off, and whether the Post Office Department itself would make the lists public. McGregor had testified last November that the department would not back down because publication of the names would "embarrass" applicants and dis courage good men from seeking the jobs. The secrecy label was slapped on the so-called register of eli gible applicants by the Civil Service Commission at the re quest of Postmaster General Ar thur E. Summerfield in 1953. The names had previously been made public. Applicants Selected ' The Civil Service Commission, on the basis of an examination, selects the three top-ranking ap plicants for a postmaster job. From this three-man list, or register," one is chosen by the President, with the consent of the Senate, for the job. il was this three-man list that Summer field kept secret. Civil Service Commission Chairman Philip Young testified that he was keeping the list secret by request of Summer- field. Young said it was up to Summerfield to say whether to make it public or not.
