Samuel C. Grashio, now deputy base commander at Paine Field, Everett, Wash., has been named commander of the Air Force de tachment at Klamath Falls mu nicipal airport. The appoint ment, made by Brig. Gen. Mon roe MacCloskey, commander of the 23th Air Division at Hamil ton Field, Calif., is effective April 4. By LYLE C. WILSON J United Press Correspondent j Washington OJ.R) There is j a stampede on in the Senate to i line up on the side of righteous ness and against corruption. At least 62 $ r J Wilson senators have signed up to support a new honest elec tions bill which doubtless will i m p r ove the system some, but probably not much. The United States election system was unintention ally rigged to favor corrup tion if by corruption is meant the spending of money for which no proper accounting ever is made. The new honest elections bill grew' out of the offer of cash contributions to the campaigns of senators who favored the na tural gas bill, which recently passed Congress and died of presidential veto. There is mor tal fear on Capitol Hill that the voters may have been aroused by the gas bill episode. Angry voters are likely to vote the ins out. Senate Democratic Leader Lyndon B. Johnson recently said something like this: You will have to spur some to get ahead of me in being for good works and against corruption. And that about adds it up. Everybody is against corruption. The senators stampede to be re corded publicly against it, hop ing the voters back home will take note. Overlapping Systtm The United States election system is rigged for overspend ing and lax accounting by rea son of the overlapping of cam paign and spending efforts. In a given county for example, there usually are judges, county com missioners and a sheriff to be chosen. The county is part of a congressional district , w h i c h must select a congressman. The state legis ture also may be on thfe ballot. And if it is a presidential year, the county voter is helping to choose a president. Each Spend Independently The major candidates have their own campaign managers, each operating and spending somewhat independently of all others. The national congres sional and senatorial campaign committee have funds for inde pendent spending. At the top of the heap are the national com mittees with large sums to spread around. State commit tees,- likewise, put some money out. And there are numerous in dividuals who put discreet thousands here and there. No single individual or com mittee in either party is respon sible for all money raising or spending. That is the fact upon which previous honest elections bills have floundered. There is no. doubt , that the new bill will I pass. But there is much doubt 1. that it will do the job. i Simpler System in Britain I The British have a simpler, j elections system. There are no j sideshow, diversions to. the elec-, I tion of members of Parliament. ; The British Representations of I the People acts passed in 1948 and 1949 are effective. A' candi date must not treat a voter to a campaign beer or cigar. A can didate would be disqualified if he had advanced a loan to a vot er within six .months prior to an election. Your neighbor may take 'his family to- the polls in , his car, but he may not offer you.a lift,. A candidate may register for taking persons . to the . polling place, one car for each 2,500 city voters or one for each.' 1 , 500 rural voters. If a registered car breaks down on polling day ; it mayrnot be replaced. Responsible Agent Each candidate has a respon sible agent who may. be pun ished if the election rules are broken. The agent usually is' a skilled accountant and a gradu ate of an elections campaign school. The agent is personally responsible for assuring that the candidate spends no more than $280 of his. own funds. The agent may spend rough ly between $1,600 and $1,800. depending on the constituency and that is all. The British enforce all of this, too. 'Costly Errors' Seen In Navy, Demon Planes Washington (U.R) House in vestigators charged today that the Navy's $500,000,000 Demon fighter program "failed because of "costly errors" committed by McDonnell . It said the planes were unfit because of inadequately -powered jet en gines. Nearly 300 of the planes were built at a cost of $2,600,000 each'. And an other 220 planes, it said, "have ; not yet been tested in fleet use ! and now or soon may be obsolete."
