Northwest Senators Go Down the Line Friday, February 10, 1958 Bn Opposition To Has i By A. ROBERT SMITH Mail Tribune Correspondent Washington The sharply con tested natural gas bill was passed by the Senate over down-the-line opposition from the four senators of the Pacific North west, where natural gas will become available' to many house holders within another year or more. The senators A. Robt. Smith I r o m uregun and Washington voted with a minority group that tried vainly to defeat the bill on grounds that it. would result in higher gas rates for consumers in the Northwest when the new fuel arrives from the Southwest. They Sens. Magnuson and Jackson of Washington and Morse and Neuberger of Oregon also tried without success to amend the bill , on the Senate floor in various ways, designed to offer protection to consum ers. The bill itself, passed by the House last summer and approved by the Senate after three weeks of debate, was unchanged from v'the version that came out of Magnuson's committee, Senate Interstate and Foreign Com merce. Magnuson opposed it in 'committee but accomodated its sponsors by clearing the way for early hearings on the measure last year. ' Opposed Floor Move Magnuson split off from his three Northwest colleagues in only one maneuver the first floor move aimed at killing the bill through a motion to send it back to his committee. Washing ton's senior senator opposed this, but Morse, Neuberger and . Jackson favored it. The move failed by a 30-64 vote. All four were united in voting .against final passage of the bill, which was passed 53-38. Here are the amendments that senators tried to make in the gas bill: 1. Douglas (D-ni.) sought to place the approximately 200 large producers of natural gas under regulation by the Federal Power Commission, while allow ing the smaller companies to be exempted from regulation., A large firm would have been one selling more than 2,000,000,000 cubic feet of fuel annually. Would Meet Criticism The senator said this would meet the criticism of those who claimed federal regulation would place an intolerable burden of rate cases upon the FPC. It was voted down, 35-58, with all four Northwesterners supporting it. 2. Potter (R-Mich.) tried to change the criteria for establish ing gas utility prices by requir ing the FPC to set a "fair and equitable price" rather than a "reasonable market price," as the bill calls for. Because the normal rules of business competition don't ap ply in the gas utility industry, Potter argued that gas prices at the wellhead would be figured on the basis of "all the market can bear" under the criteria cited in the bill. Potter's amend ment was defeated, 33-59. The region's four senators voted for it. 3. Pastore (D-R.I.) aimed at something of the same sort in a different way. He tried to add one factor to the criteria on which the FPC would 'regulate gas rates that it take into ac count "the protection of the in terest of the consumer." Consumer Not Mentioned . This amend ment drew the most support of j all but was defeated, 40-53. Morse, Magnuson, Neuberger and Jackson all voted for it. 4. Humphrey (D-Minn.) tried to kill language in the bill that allows spiral increases in rates. He said the bill would permit the pipeline company to increase its charges if the producer raised his rates; and the distributing utility can increase his in turn to the consumer "who gets the business," said Humphrey. (U.R) Presidential Assistant Howard Pyle last night told Clark coun ty Republicans here that there is "no power issue in the North west." - Pyle spoke before a Lincoln Day dinner audience that ' was described as the largest political gathering ever held in Clark county. Some 700 persons at tended to hear the former gov ernor of Arizona. He said v the Republican ap proach to the power problem was the only approach there is. Adequate . power' can be pro duced, he said, only by coopera tion between federal, state, local and private interests. He recalled that in the past 10 years the federal government has provided only about half the $300,000,000 needed annually to keep up with the regional de mand.
