Officers picked up two teen aged boys and turned them over to county juvenile authorities. Officers said the "extortion" vic tim had been in a fight with one ot.the two boys some time ago and that revenge apparently was the motive. The two teen agers were arrested in the act of accepting the money, accord ing to juvenile officers..' Heit kemper, personnel officer, who in turn introduced Dr. Kreisman. Ricker announced cash awards for accepted suggestions. Eleven civil service employees submit ted plans which were approved and adopted. Cash awards ranged from $10 to $155.
