They declined to join Sen. Wer F. George (D-Ga.) in painting a rosy outlook on Ranees of tax relief next year. George said Monday he believed the treasury could stand a tax cut of $3,000,000,000 to $3,500, 000,000 in the fiscal year start Inff next Julv 1. Rep. Hale Boggs (D-La.) said he aereed with the stand taKen by Rep. Wilbur Mills (D-Ark.) that Congress should put 011 un til spring a final decision on a cut in taxes. Boggs is a vice-chairman of the (XJemocratic National Com mittee as well as a member of the House Ways and Means com mittee. Mills is chairman of a joint congressional economic subcommittee studying tax poli cy and is second-ranking Demo crat on the Ways and Means committee, which initiates all tax legislation. ;shen, Ind. Earlier this year, George join ed in helping the administration kill in the Senate a $20-per-per-son income tax cut which Mills and Boggs and other Democrats pushed through the House. But Monday George said he thought the budget finally could be brought into balance by June and that income taxes could be lowered without putting the government back into the red. George said he favored using the first $2,500,000,000 of any tax cut to increase personal in come tax exemptions from the present $600 to $700. (U.R) A pilot can fly a plane by looking through a periscope. The experiment which proved it could be done was made at the University of Illinois avia tion psychology laboratory. Trie project was another in the nine- year history of the laboratory which is exploring the human element in aviation. The periscope experiment points to the future when the canopy bubble of the pilot's cockpit will give way to im proved "streamlining. The laboratory, at the univer sity's own airport, is the only facility of its kind in the coun try, University of Illinois offi cials say. It works out prob lems for the Air Force, the Navy and private industry. Some ex amples include: The Illinois system of flight training which uses a Link Trainer to give early instruction so pilots can have more time in the air during advanced train ing. A study of how many air planes a traffic controller can safely keep track of at one time on a radar screen.
