mittee. Mills is chairman of a
joint congressional economic
subcommittee studying tax poli
cy and is second-ranking Demo
crat on the Ways and Means
committee, which initiates all
tax legislation.

George has long had a major
voice in tax matters as a mem
ber of the Senate Finance com
mittee whioh considers tax bills
after they are approved by the
House.
Earlier this year, George join
ed in helping the administration
kill in the Senate a $20-per-per-son
income tax cut which Mills
and Boggs and other Democrats
pushed through the House. But
Monday George said he thought
the budget finally could be
brought into balance by June
and that income taxes could be
lowered without putting the
government back into the red.
George said he favored using
the first $2,500,000,000 of any
tax cut to increase personal in
come tax exemptions from the
present $600 to $700. If addi
tional tax relief is possible, he
said, he favored reducing rates
for middle income brackets.

Plane Can Be Flown
With Periscope Use

can fly a plane by looking
through a periscope.
The experiment which proved
it could be done was made at
the University of Illinois avia
tion psychology laboratory. Trie
project was another in the nine-
year history of the laboratory
which is exploring the human
element in aviation.
The periscope experiment
points to the future when the
canopy bubble of the pilot's
cockpit will give way to im
proved "streamlining.
The laboratory, at the univer
sity's own airport, is the only
facility of its kind in the coun
try, University of Illinois offi
cials say. It works out prob
lems for the Air Force, the Navy
and private industry. Some ex
amples include:
The Illinois system of flight
training which uses a Link
Trainer to give early instruction
so pilots can have more time in
the air during advanced train
ing.
A study of how many air
planes a traffic controller can
safely keep track of at one time
on a radar screen.
A new project to test whether
cost of training pilots can be cut
by using full-size photographic
enlargements of a cockpit to
teach the location and use of
instruments.

sells things for good deeds in
stead of money opened recently
under the sponsorship of the
Old Town-Chicago Boys . Clubs
with about 1,000 neighborhood
boys as members.
If a boy wants to buy a pair
of gym shoes, for instance, he
may pile up credit tokens in a
variety of ways by washing
floors, emptying waste baskets
running errands, aiding in the
city s current cleanup campaign,
or even by improving his grades
at school.
The credits will buy goods
ranging from bicycles to cans
of pork and beans.
"There are a lot of poor kids
in our neighborhood." said
Vince Giesler, club director. "In
stead of just giving the stuff
away, we're making them work
for it. Nothing destroys the dig
nity of a boy so much as to ac
cept handouts."
