Democratic National Chair man Paul M. Butler demanded that the administration prose cute officials responsible for what he called the "now-admitted wrongdoing" involved in the abandoned power contract. Vould Provide Test Butler said the Dixon-Yates matter would provide a "real test of Republican promises to deal vigorously with any mis conduct in government. His statement was prompted by the Atomic Energy Commis sion's announcement Wednesday night that it considers the con tract invalid. The AhC said there was a possible violation of the conflict of interest law in negotiating the contract and that it would pay -no cancellation costs 0:1 it unless ordered to do so by a court. Kefauver Pledges Probe Sen. Estes Kefauver (D-Tenn ), chairman of a Senate subcom mittee investigating the Dixon Yates matter, said that the AEC's action is "not the end of the fight." He said his group will "continue our investigation of the connection between the Eisenhower administration and the private power lobbies." The AEC said the possible vio lation involved the activities of Adolphe H. Wenzell, New York investment banker who acted both as consultant to the gov ernment and as an official of 1 the firm which handled Dixon Yates financial arrangements. Butler said that in view of the AEC's finding the administra tion should explain why Presi dent Eisenhower and Budget Di rector Rowland Hughes said they regarded Wenzell's role in the contract negotiations as proper. Butler Hails Opposition Butler said "the two-year fight of the Democrats to stop the Dixon-Yates deal is a spendid example of how a visi tant opposition can serve the public interest. Under the Dixon-Yates con tract, the private power com bine was to have built a power plant at West Memphis, Ark., and to have supplied power to the Tennessee Valley Authority to replace TVA power furnished AEC installations elsewhere. The project was dropped when the city of Memphis, Tenn., which was to have re ceived much of the Dixon-Yates power, said it would refuse to accept the private power and would build its own municipal power plant to serve its grow ing needs. 600 persons, including carpen ters, painters, electricians, lock smiths and mechanics.
