SIXTEEN MEDFORD (OREGON) MAIL TRIBUNE Tuesday, November 1, 1955 Shop 'till 9:00 p.m. Wednesday Charges tomorow - payable Dec. 10th Copco, Commission Sign Agreement; Value Questioned Sacramento, Calif. 'U.R The California-Oregon Power Cora pany and the California-Oregon Klamath River Commission late yesterday signed an agreement for priority use of water in the Klamath basin. But there was doubt expressed whether the agreement had much value. In the agreement, COPCO agreed to the principle of "sub ordinating' generation of elec tric power in favor of other water uses home use, irriga tion, recreation and industrial use. But attorneys for the commis sion said the agreement would have little value unless it is in corporated in Copco's federal operating license issued by the Federal Power Commission. They said state laws would be insufficient to enforce the agree ment because both the Klamath river and the land surrounding it were in federal jurisdiction. 'When it came to adding the agreement to the federal license, COPCO reneged. Attorney Greg ory Harrison said "I am suffic iently fearful that inclusion of this agreement would require the FPC to go into a redetermi nation of the entire project." The project involved is Big Iend No. 2 development, for which Copco recently acquired a per mit. Harrison said the company would be no part of any move that might reopen the hearings on that permit. He explained the company had fought since 1952 for the federal license and did not want to jeopardize it in any way. 60,000,000 Turkeys Due on U.S. Tables Kansas City, Mo.
