WILSON United Presi Correspondent Washington UR) The Amer ican public is on notice from re sponsible men here and abroad that there is 5 no more than a 50-50 chance, if that, for success at the foreign minis ters conference which began today in Ge neva. Wilson tion of the con ference is an old phrase and not something new and uttered only after the July Big Four Summit Conference could be carefully .'.reviewed and considered. President Eisenhower used the phrase last July when he said the "acid test ' of July s sweetness and light would come only when the' foreign ministers met. They now are meeting. Mr, Eisenhower repeated the phrase Wednesday. The Big Four at Geneva merely agreed that the foreign ministers should meet to seek solutions to problems which the Big Four cited for their atten tion. They are the linked prob lems of European security and German unification and cultural exchanges among the nations. e Evidence Lacking Not since the Big Four met has there been more than a shred or two of evidence that the Soviet Union will accept any security or unification arrangements which would be acceptable to the Western powers. Western diplomats in London were warning a fortnight ago that Soviet overtures to the Xrab states sale of arms, of fers of credit and of technical assistance marked the begin ning of a major diplomatic of fensive against the West. . At about the same time the defense ministers of the -North Atlantic Treaty - Organization states were meeting in Paris. Dis patches reported that the "Spirit Of Geneva" was not in the air there. Instead, the NATO men were told that the Soviet mili tary menace to the West was greater than ever before. Other Warnings Issued As October began, Harold Mac Millan of Great Britain warned the United Nations General As sembly against undue optimism on the outcome of the foreign ministers meeting. Meany Speakers Listed For GOP Conference Portland (U.R) Speakers at the Western Republican Con ference here next week will in clude Secretary of Labor James Mitchell, Interior Secretary Douglas McKay, assistant to the President Howard Pyle, and GOP National Chairman Leonard Hall. This was announced today by Jess Gard, Oregon Republican pational committeeman who is cr airman of the conference ar rangements committee. Vice-President Richard Nixon will not be able to attend. Others scheduled to speak in clude Gov. Paul Patterson, who ha3 been under pressure to say whether he will run for the Sen ate next year; . California Gov. Goodwin J. Knight, Idaho Gov. Benson, who created a furor earlier this year by keeping Burmese Pre mier U Nu waiting for an ap pointment, got another reprt mand Wednesday from an impa tient visitor. "Their attitude is unchanged," was the word brought back by the Ger mans. 1 All of the foregoing casts a dark shadow over Geneva as the foreign ministers take their seats. But the shadow is not dead black. It isn't quite so bad as that Smog Again Rolls Into New Orleans New Orleans (U.R) Stifling smog rolled into parts of New Orleans again last night but no further deaths were reported from the acrid atmospheric con ditions with asthma patients and slowed traffic to a crawl. The smog contributed to the deaths of two asthmatic patients yesterday., - " Charity Hospital doctors said today's rush did not reach the crushing proportions of the prev ious night, but that "at least a third" of that total showed up again for treatment. ' Police broadcast repeated warnings through the night for motorists on the Chef: Menteur highway, the main link into and out of the city to the east, to wait until the smog lifted before traveling through the area. The smog was described there as be ing heavy and blinding. Ash Tray Tossed Through Wrong Window Norwalk, Calif. U.R) Wil liam J.
