The storm, spawned in the tropics, hit New York City shortly before noon but was ex pected to pose no serious threat to the metropolitan area. Forecasters said the storm would "intensify" as it moves northward across New England, already soggy with rain. High Tides Expected Coastal areas as far north as Eastport, Me., braced for pre dicted winds of 60 miles per hour and tides four feet above normal. Several Southern Connecticut towns suffered minor flooding this morning and the mayor of Milford, Conn., ordered shore residents evacuated. High water shut off one lane of traffic on Manhattan's East River Drive, and high tides from the Hudson flooded some small sections of Lower Manhattan. The storm left a trail of flood ed communities as far south as Virginia as it swept northward along the coast. Washington Doused Washington got the worst dousing a downpour of nearly 4.5 inches and water poured over the tops of cars on one low level street in the capitol city. Several other Washington streets were closed and high water was reported on the key north-south Highway 1 near Alexandria, Va. More rains forced the evacu ation of nearly 100 families in Prince Georges County, Md., and flooded parts of Virginia communities. At Boston, the Weather Bu reau said in a special bulletin that three to four inches of ex pected rain could start floods in Massachusetts, Connecticut and New Hampshire. Flooding Less Serious - However, the flooding was not expected to be nearly as ser ious as the deluges last summer which sprang from hurricane Diane's 15 inches of rain. The rains came from a grow ing storm ' which gathered strength over the Carolinas and doused Washington, D. C, with a 3.18 inch downpour during the night. Temperatures were dropping steadily in most of the country between the Rockies and the Ap palachians. The mercury headed towards the frost level in parts of Michigan, Indiana, Illinois, Iowa, and Wisconsin, and read ings in the 30s and 40s were common through much of the North. Meanwhile, mild weather hung on in Florida, South Texas and the far Southwest desert country. More Denial Care In Eastern Oregon Portland (U.R) A survey disclosed today that teen agers in Union and Baker counties in eastern Oregon suffered a high prevalence of tooth decay sim ilar to that found in other Ore gon areas but that they get more dental care. The survey was made by Dr. D. M. Hadjimarkos, associate professor and head of the De partment of Public Health at the University of Oregon dental school. A study was made of 311 school children aged 14 to 16 in the two Blue Mountain area counties. The 172 Union county chil dren examined last spring aver aged 11.2 teeth decayed, missing or filled, while the 139 in Bak er county averaged 10.5. Only two in Union county and seven in Baker county had teeth en tirely free of decay. Dr. Hadjimarkos said there was a greater amount of care obtained from dentists in the two counties, as indicated by an av erage of 2.5 teeth with open cavities in Union county and 2.2 in Baker. Filled teeth averaged 7.7 in Union and 7.4 in Baker county. Firemen .Extinguish Three Fires in City Exact amount of damage in a fire at the Polar Cold company, 9 Hawthorne ave., was not known this morning but was ex pected to be slight, firemen re ported. Fire in the meat smoking room was extinguished about 7:15 a.m. One pumper was sent to the firm. An awning fire at Karl's Shoe store, 230 East 'Main St., was out when firemen arrived about 9:40 p.m. yesterday. Firemen said minor damage resulted.
