Sixth & Ceniral MEDFORD'S BARGAIN CORNER The defense ministers heard from their military advisers that the Soviet Union military men ace to the West was greater than changed at the summit, these ever before. If East-West tension men on the spot could not detect had been eased by the smiles ex- it. Lyle C. Wilson Seen in Russian 'Smile Campaign' By LYLE C. WILSON United Press Correspondent Washington (U.R) The day by day news break all adds up toward disappointment when the Big Four for eign ministers gather on Oct. 27 at Geneva. A hindsight verdict is that there was con siderable wish ful thinking in the reports of last July's Gen eva meeting at the summit. President Eisenhower and the chief executives of the United Kingdom, France and the Soviet Union achieved a friendly agree ment there, but merely on the proposition that there were a great many things wrong in the Western world which the Big Four powers should and would join in righting. The difficult job of righting the wrongs was assigned to the second team, the foreign minis ters. The Eisenhower administra tion began gently to correct the national mood of optimism short ly after the President returned from Geneva. There were some suggestions dropped privately where they would be passed on that the good faith of the Krem lin was merely promised, not proven, at the Geneva meeting. Warned Against Optimism Mr. Eisenhower said in a ma jor speech last Aug. 24 that the United States and its allies must not permit eagerness to avoid war to persuade them to accept forever injustices now prevail ing. Mr. Eisenhower was refer ring, somewhat indirectly, to the plight of the European nations held captive by the Soviet Union. Secretary of State John Foster Dulles' speech this week before the American Legion in Miami carried the idea a lot further. The nub of it was the carefully expressed determination of the United States to be sure the Rus sian Communists are on the level before either reducing armaments at home or permit ting towither the system of de fensive alliances with other na tions now in force. The speech was intended as much, or more, for the attention of the men in the Kremlin as for the legionnaires who heard it from Dulles' lips. It was in line with the policy quietly decided upon here after the Geneva con ference that the Soviet Union must prove its good intentions by deeds and a willingness to come part of the way if not half when the foreign ministers meet. Otherwise, all bets prob ably are off. Dulles heard a few days be fore he addressed the legion a first hand account from German Foreign Minister Heinrich von Brentano of the bare-knuckled handling of the German delega tion which recently went to Mos cow to discuss outstanding prob lems. The Germans could detect no Soviet Union willingness to come even part way toward ad justment of the stand-out prob lem of German unification. i , Values fop The Quarrel 'Silly Pair Finally Wed Birmingham, Ala. Finnish Delegation To Meet With Russians Helsinki, Finland (U.R) A four -member delegation leaves for Moscow today to open nego tiations on civil air traffic be tween Finland and the Soviet Union.
