Judd, physician, medical missionary and congress man from Minnesota, said "There is only one threat to our security, and that is the avowed purpose of the Soviet Union to conquer the world, an avowed purpose which has just been re affirmed by both Kruschev and Bulganin." Dr. Judd, a guest of Rogue River Knife and Fork club for the opening dinner of the season, declared that the United States had been tricked and deceived by the Soviets many times in the past and that it was time we ceased to be "so naive." 'This is not just a matter of misunderstanding and fear," Judd said vigorously, "and not just a matter of concessions concessions in the past didn't lead to peace, but led to the struggle we're in now. Never did a country go so far as we did we went the limit and even offered to give up our super weapon," he added. Reviews China Events Congressman Judd, who has lived in China and traveled much throughout the entire world, re viewed the events in China which led up the Communiza tion of that nation and also re viewed spots in Russian history which tended to prove that the Communists only . ' apparently change their purposes and pol icies' when it is to their advant age to do so. "There appears to be and . program of the Kremlin," he said. "Is it real, or just a tacti cal shift? We can't be wrong on our decision on this one." . The speaker said Russia made much of taking her troops out of Austria, and then pointed out that Austria still doesn't have either political or economic in dependence. , He said that the Communists were apparently lifting the iron curtain because they found the curtain to be a mistake and that it didn't serve their purpose, not because of any real change in plan or policies. Congressman Judd added that the Russians always manage to receive major concessions in re turn for their overtures, and spoke of the return of prisoners as an example. He said Ger many's Adenauer had also "given in" in the same fashion. Reasons for Change The speaker said that Russia's recent change in tactics was due partly to the fact that she has decided Europe can't be con quered by subversion, partly to the fact that the free world had increased its military strength and partly . that o u r alliances were holding together. Russia's scheme is for "truce, trade and to gain time," he said, adding that in return for her apparent concessions we were being asked to give up our alliances, our overseas bases and our atomic weapons. Dr. Judd said the United States and the free world is at a disadvantage in dealing with the some change in the action Communists because "we play a In The Day's News By FRANK JENKINS In Chicago the other morning, three couples arrived at the air port together. Richard Neuberger and Rep. Sam Coon debate the question: "Agreed: The . John Day Dam Bill is in the Public In terest." - . ' It should be explained here that the John Day Dam, if it is built, will be in the Columbia river, above The Dalles'. Rep. Coon has introduced a bill in the congress permitting private pow er companies to advance the money (some $273,000,000 to pro vide the power facilities and take their pay in power to ' be pro duced at the dam. The federal government would put up the money to provide for flood con trol and navigation aids. Coon supported the affirma tive, arguing t h a t if private power companies are permitted to participate in the financing of the dam (taking their pay . in power to be produced later) it will save the taxpayers money and will result in: much earlier completion of the dam. Neuber ger upheld the negative side, contending that the, federal gov ernment, which has pioneered the development of power in the Columbia Basin, 'should build the John Day dam also. : SO FAR as Southern Oregon is concerned, the Issue involved in, the debate is purely acade mic. The dam (if built) will be built on the Columbia river. The power it will generate will be used in the basin of the Colum bia that is to say, in northern Oregon and the state of Wash ington. It will feed industries up there, not down here. It was generally recognized that if at any time in the reason able future far Southern Oregon is to get adequate power to de velop industry HERE the power will have to come from develop ment of our own rivers. So the crowd came to see the show not because of direct local different set of rules. Our so-ideas the secret of our way of ciety is pledged to integrity, theirs is based on deception." He further said the United States makes the mistake of believing that Communism is a political party,' much like those of this nation. "We're victims of our type of thinking," he added. 1 The speaker urged throughout his talk that the United States not give up its fight for human rights, and said, "Whenever we have stood firmly for human freedom, we've gained ground; when we conceded, we lost ground." ' He put forth the idea that Russia doesn't want war, be cause that would mean destruc tion of material things which they need, and said "you couldn't possibly provoke the Commu nists into war in Europe they don't want to destroy it, they want to use it." Congressman Judd repeated the idea that the Communists "subvert the weak and divide the strong," and pointed to their activities in southern Europe and northern Africa at present to strengthen this argument. The speaker said this nation should do everything it could "to reduce the capacity of the Kremlin to impose its will on the rest of the world," and should never forget that Russia's land force, tank force, submarine forces and air .- forces are the largest - and strongest in the world. He added that the U.S. Navy is still . superior to any other. V. . He spoke of this country's ef fort to iSid underprivileged na tions and said it had been proved that to give money and tools wasn't the right way. "Give them life," he said. "Don't just try to make them over in a' pale imi tation of ourselves. Ideas come from people, not from govern ments. Let us uphold the right of the individual everywhere give them an opportunity to get ahead that is the great thing." Must Not Relax ': Congressman Judd closed his talk by saying "We cannot relax until the Communist conspiracy fades or changes; if we just stand on our historic freedoms we are invincible." After commenting on the illness of President Eisen hower, the speaker : said "the team must hang together we must all start acting as if we were, grown up." Four Air Reserves Given Promotions ; Four members of the 9417th air reserve ' squadron here were promoted recently. ; Manville M. H e i s e 1, - 1808 Thomas, rd., was promoted to lieutenant colonel from major; O. J. Zenor, 605 King , st., was promoted from captain to ma jor; and Frank' M. .Burger,- 11 South Riverside ave., and WiL liam F. Bones Jr., 1239 Spring st., were promoted from second to first lieutenant. , , - Two others in headquarters 9091st air reserve .group also were promoted' recently. They are Robert E. Nelson, 1645 East McAndrews rd., from major to lieutenant colonel, and Robert A. Forbes, 25 11. Lyman ave., from captain to major. During the question period the speaker was asked concerning the French Morocco ' situation and said we should not' try to support old colonial "powers "they are just shifting sands." Answering a question about Harold Stassen's present assign ment to study disarmament, he said he was for "drastic propos als" which could not' be ignored, not for "little niggling" bar gains which woula only result in us "losing the propaganda" battle. He touched lightly on what he termed a lack of co operation among President Ei senhower's employees and work ers in various governmental de partments and said, "I wonder sometimes if the -people of this country are sovereign that wor ries me more than the strength of the . I'm sure everyone present learned some thing about power and so went away better informed on the subject. : In addition, everyone present saw two of Oregon's public serv ants in action and drew conclu sions from what was said and how it was said and what was not said, and thus was able to form a better opinion of these men we send to Washington to represent us in the nation's capi tal. , All in alL.it was FAR BET TER than the normal bunk and bushwah of the normal modern political campaign. It carried us all back to the cherished tradi tion of PUBLIC DEBATE OF PUBLIC ISSUES. I'm sure that everyone present benefited. I hope this sound and admir able tradition of public debate that has been revived by Sen.
