By LYLE C. WILSON United Prtii Correspondent Washington (U.PJ The first rough test of government-as-usual during President Eisen hower s illness is just around the . corner. It will come with th'e Big Four foreign m i n i s t e r's meeting in Geneva, which begins three weeks from to day. That will - lyle C Wilson be a time for executive decisions. The foreign ministers meeting was set up last July in the atmosphere of sweet ness and light which prevailed at the Summit Conference among the chief executives of the Big Four. The chiefs agreed beforehand that they would not seek to make decisions at the Summit meeting. They merely would establish personal contacts, exchange views, agree which were the most dangerous threats to peace in the West and send their for eign ministers to Geneva In Oc tober to negotiate better times Shortly after Mr. Eisenhower met with the British, Soviet and Frexich chief executives the United. States position on the forthcoming foreign ministers' conference reemed to be fixed and definite It was that it would be up to the Soviet Union at this conference to make a realistic contribution to world peace. Viewed As Test That was and presumably still is the position of. the United States government. Secretary of State John Foster Dulles made it just about that this week when he said the test of the Summit Conference would be whether the spirit generated there would obtain solution of some of the urgent problems of peace, such as the existence ota divided Ger many. "I believe,'" he said, "that we will make positive progress to ward the reunification of Ger many." The West Germans do not agree with Dulles. Their recent mission to Moscow made no pro gress on that difficult subject. The Germans eel that they got a better line on the Kremlin's real intentions than Mr. Eisen hower was able to get at the Summit. They are convinced the Russians will not budge There are some indications that some U.S. officials privately are less hopeful than Dulles' recent public statement would indicate, Three Urgent Problems ' Three urgent problems were assigned to the foreign minis ters for solution. The problems of German unification and Eu ropean security were linked as No. 1 on the slate of business for the foreign ministers. Disarma ment came next ' and improve- ment of East-West relations was No. 3 and last. All of this adds up to the con tinuing need for top level de cisions by the President of the United States during and perhaps before the foreign ministers' meeting. Government-as-usual during Mr. Eisenhower's illness and with no such pressing matters to be determined is one thing But when the chips are down, Mr. Eisenhower must act. This Lone Ranee Navigational Aid has revolutionized overwater travel, and has made travelling men out of the United states Coast Guard, sending them to far away places with strange sounding names to man the Loran stations that dot the Pacific. Spots like Catanduanes, An- guar, O-shima, Ulithi, Ichi Ba- nare and . Talampulan are as familiar to the Coast Guard to day as stations on the Long Island Railway are to New York commuters. In the Pacific the Coast Guard mans 25 Loran stations from Hawaii west to Korea, most of them -on locations previously known only to the local inhabi tants and the National Geo graphic Society. Radio signals transmitted from the Loran stations web the track less oceans, making it possible for planes and ships to know their exact position any hour of the day or night, regardless of weather conditions. Snake Menace It's the job of the Coast Guard to build and operate the Loran stations. And thai sometimes takes a bit of doing. Gale, winds, blizzards and ice hampered the construction of the Aleutian chain, while in the Pacific, heat, typhoons, snakes and light-fin gered natives have been added to the normal operational prob lems. At Catanduanes in the eastern Philippines petty theft by the Filipinos became so bad that the station commander, Lt. (jg) Jo seph Stech, had to prohibit the local tribesmen from visiting the station on movie nights. They' retaliated by cutting 60 feet out of the six-inch fuel line that runs from the bay to the station. "We never did find out what happened to that 60 feet of pipe line," Stech said. "It was there at dusk and gone at dawn." On Ichi Banare in the Ryukus, poisonous snakes have become such a problem that the station urgently asked Coast Guard headquarters to ship them 18 mongooses along with collars and leashes for them to protect the men against the deadly habu snakes that saturate the area. A four-foot habu knocked . Ichi Banare off the. air when it crawled into a transmitter and electrocuted itself. Polynesian gods had to be ap peased with a luau and special prayers before the Kauai station began functioning normally. It took the feast and the prayers to eliminate the mysterious me chanical difficulties that had plagued the unit from the time it first went on the air. Not Romantic ' The' Coastguardsmen on' the island of Anguar, in the Western Caroline Islands, found them selves the elected custodians of the natives after the Japanese phosphate miners left. Lt. (jg) Lewis Hayes has become the is land's unofficial- chief, and is making decisions on govern ment economics, jurisprudence and morals never expected of a Coast Guard junior officer. On the South Pacific atoll of Uliti, recreational facilities ere limited to fishing, coconut gath ering and hobbies. The request for cowhides mystified head quarters until it was explained that the leathercraft craze had hit Ulithi, and all hands were in mass production of wallets, key cases and pocketbooks. Typhoons have been the great est menace to the Loran stations in the Pacific. Wake, Cocos Is land in the Marianas and Bataan Island in the Philippines have been hard hit by the big winds which caused extensive damage but no loss of life. Each station is manned by one officer and about 16 men who serve one year, and then are ro tated to the Untied States where they are given their choice of mainland duty. . Everything possible is done to maintain high morale at each of the stations, and the consensus amongst the officers and men is that Loran duty is 'a good way to save money. However, their personal nominations . for the winners of the Burlington, Wis., Liars' Club award any year are the fellows who write the travel ads,about the "romantic" South Seas. Thursday. The Illinois State Chamber of Commerce said GOP Chairman Leonard W. Hall and Democratic chief Paul M. Butler had agreed to appear before the chamber's annual meeting here Oct. 14 Hall and Butler each will give his views on "a political preview of 1956." The chamber said the debate will be a "rapid-fire 'no holds barred' match between the top-ranking 'pros' of the politi cal league." Virginia Democrat Sen. Harry F. Byrd will discuss federal taxes .at a luncheon meeting. , Florida Sunshine Lets tjof el Man Down Sarasota, Fla. ' (U.R) Hotel owner C- V. Griffin repented his folly in betting on nature to day and hoped for sunny skies at least through December. Griffin last month Dacked up Florida's "sunshine state" slo gan by offering rooms free to guests on any days the sun failed to shine. The offer is good for the rest of the year. He had to give 236 guests from 17 states free accommodations in September when the sun let him down en three separate occasions. Prompt Treatment Said Fever Check Urbana, 111. (U.R) Prompt treatment of nose and throat in fections can be an important fac tor in preventing rheumatic fe ver, a University of Illinois health education specialist says. Pauline Brimhall said most medical authorities agree that the first' and later attacks of rheumatic fever are brought on by "strep" infections, such as tonsilitis and scarlet fever. She cautioned mothers that any sore throat that lasts for more than a day or two is not an ordinary sore throat and should be treated promptly to ward off the possibility of rheu matic fever. Men To Show More Leg At Beaches Next Summer Hollywood (U.R) A swimsuit designer predicted today women will see more of men's legs at beaches next summer. "The boxer short, popular for the last few years, is definitely yielding to new sleek-fitting briefs," Maurice Levin, Jantzen swimsuit designer, said. He said men will be "hoisting their pant lines . higher than ever" next summer. New York Suburb Renamed 'Terrytown' New Rochelle, N.Y. (U.R) Officials renamed this New York suburb "Terrytown" today in honor of Paul Terry, veteran animator and cartoonist.
