Peron's jour ney into exile is delayed by Argentine demands for restric tions on his freedom once he reaches refuge in Paraguay, semi-official sources reported to day. Peron remained aboard crippled Paraguayan gunboat for the ninth straight day while Paraguayan and Argentine diplo mats sought to hammer out an acceptable solution on the fu ture of the overthrown dictator. Argentine naval and air craft maintained a close watch over the gunboat Paraguay anchored Li Buenos Aires harbor. Provisional President Eduardo Lonardi promised to render Pe ron harmless. Diplomatic sources said the delay in granting Peron a safe conduct pass stemmed from negotiations over the de tails of his residence in exile in neighboring Paraguay. The informants said the Lon ardi government is demanding that Peron be confined to the Paraguayan city in which he is interned. The demand was said to be based on fears that if Peron is permitted to move freely through Paraguay he could in stitute a plot to regain his lost power and prestige. Foreign Minister Mario Ama- deo conferred with Ambassador Juan Chavez of Paraguay Tues day. Amado told newsmen later that the "Negotiations for Pe ron's safe conduct continue fa vorably and I am confident they will have a happy conclusion." when and if the negotiations are concluded, Peron is expect ed to sail into exile aboard the Paraguay or its sistership, the Humaita. The Paraguay is so badly in need of repairs that it may . not be able to make the 900-mile upriver trip to the Para guayan capital of Asuncion. Lonardi announced he was preparing a general amnesty de cree that will permit many anti Peronists to return from exile and wipe out political convic tions and charges against others. The country's return to nor malcy after the fateful past week , was underlined by the ending of the curfew in Buenos Aires Tuesday nfght. Rosario, Argentine's second city, scene of die-hard Peronista demonstra tions, also was reported quiet.- , Siskiyou Supervisor Raps Jail Labor Use Yreka Use of prison labor for construction of two Siskiyou county buildings has been pro tested by County Supervisor W, A. Barr. The proposed buildings are an administration office for the sheriff's department and a county hospital annex. In a letter to the county board of supervisors, Barr declared that the board would.be em barrassed by use of prisoner labor. He pointed out that union labor might refuse to cooperate on a building where jail labor is employed. Barr said he did not believe jail inmates should be used in the building trades in competi tion with workers who earn their living and pay taxes to the county. Chamber's Annual Membership Drive Spurred by Flight The membership committee of the Jackson County Chamber of Commerce, spurred by the offer of three free round trips to Ha waii by air as top prizes, has been active in the annual mem bership campaign in recent weeks, the chamber office said today. Ken McDonald is chairman of the committee, and reported that Mrs. Bert Pree and W. R. Mit chell so far are leading in the competition to sign up new and delinquent members of the cham ber. One point is awarded for each $25 in membership dues brought in. So far 45 points have been accumulated, repre senting more than $1,000 in dues. Any chamber member is eli gible to participate in the com petition, McDonald explained The chamber's goodwill flight to Hawaii will leave Nov. 5, and the party' will remain there a week, returning Nov. 13. Reser vations for the flight are being taken at the chamber office; The trip will be by a chartered Transocean airlines aircraft, and will go to Honolulu direct from the Medford airport. Multnomah Jury Studies Testimony In OLCC Hearing x Portland (U.R) The Mult nomah county grand jury today was considering testimony taken during a hearing into practices of the Oregon Liquor Control Commission. The hearing ended yesterday and District Attorney William B. Langley said the grand jury would end lis term of duty to morrow. The hearing concluded on a political note as one of the wit nesses said he had been told At torney General Robert Y. Thorn ton's interest in the investiga tion was political. Frank M. Bartholomew, di rector of Continental Detective Service, said an attorney who had done much of Thornton's in vestigation of the OLCC told him that "all they were interest ed in was to raise a political stink." The attorney, Leroy Skousen, said "I have never made such a statement to Bartholomew." He "said he would be willing to deny the story under oath. Thornton also denied Barthol omew's statement.
