Ed uardo Ljonardi becomes provi sional president of Argentina at Buenos Aires.f International) In the Day's News BY FRANK JENKINS Congressman Harlan Hagen, of Hanford, in the San Joaquin valley, representing California's 14th congressional district, sug gests this week that the Call fornia state legislature rewrite the law on how much water can be retained by California's coun ties of origin. He says it is un realistic to talk about solving water deficiency problems in California until a firm definition of the counties of origin is stat ed. He suggests that the law be amended to allow the state to calculate the water needs of the county of origin for local proj ects. This, he adds, would LIMIT . THE COUNTY TO THAT AMOUNT, and release the sur plus for us elsewhere. GT ET'S TAKE a sharp look at his proposal. The water needs for local pur poses of these counties of origin (meaning the California counties where the wafer originates) would be calculated by the state as 2 whole. After the calculation was made, these counties where the water originates . would be LIMITED to the amount of water allotted to them. Whatever surplus there might be, AT THE TIME THE ALLOTMENT WAS MADE, would be siphoned off for use elsewhere in the state. OrpHAT IS to say: -- The water needs of these counties . of origin would be FROZEN at the amount set by the state at the time the calcula tions and the allotments were made. Since the economic future of these counties along with the entire' West depends upon water, it follows that all future development would be frozen at the point set by the state when their water needs for local pur poses .were calculated. ffHAT DOESN'T sound reason able. These counties of origin, for the most part, are located in far northern California. Far north ern California (along with South ern Oregon) is as yet very little developed. Its future lies ahead of it. Who knows NOW what the future development of these countries will take? Or what 4beir future needs for water will be. rpiMBER IS an important re souree in all these counties. The bulk of the timber is presently being sawed into lum ber, which requires relatively little water. But it is quite gen erally believed that the time is near when trees will be a source of FIBER, rather than a mere source of boards. The manufacturing of fiber products requires VAST QUAN TITIES of water. CJUPPOSE THE water needs of these counties in the way of timber development should be calculated on the basis of pres ent needs for the sawing of trees into boards. Suppose and it certainly isn't an unreasonable supposi tion that AFTER the calcula tions of water needs and the al lotments of water for the future were made large pulp and paper developments (with their attrac tive accompaniment of large new payrolls) should be contemplated. Where would the ADDI TIONAL WATER come from? That is an important question not at some distant' time in the future, but RIGHT NOW. A T ANY rate, I hope these counties where the bulk of California's water originates do not suffer the evil fate of having faeir local water needs calcu lated and allotted on a basis that will leave them higb" and DRY in the future when it is" quite probable that their needs for water will be far greater than their present needs. Here in Southern Oregon we have to remember that if that happens it will greatly increase the pressure for export of OUR water and we aren't going to have any more water here than we are going to NEED. Faith, Determination Credited With Saving Pair Downed at Sea Honolulu (U.R) The two survivors of the crash of a Fly ing Tiger cargo plane in mid Pacific today credited "our faith in God and our determination to live for our families" with pulling them through 43 terror filled hours of battling sharks and watching two buddies die. The two men, Tony Machado of Hollywood and co-pilot Rob ert C. Hightower, Vallejo, Calif., are being' returned here aboard the freighter Steel Advocate which rescued them from the sea 1000 miles west of Honolulu Sunday. ' In a brief wireless report to the United Press here, Machado and Hightower described how one member of the DC4's five- GUESTS OF YANKS Fort Carson, Colo. Martin, who will be dis charged after the series ends, wa$ given an extended leave to compete in the world champion ship against the Brooklyn Dodg- man crew went down with the wrecked plane and two others died in the water while waiting and praying for rescue. , The three who died were War ren F. Gin, Los Angeles, R. C. Olsen, Van Nuys, Calif., and Dominick Ventresca, Sepulvada City, Calif. The plane was op erated by the Flying Tiger Air Line of Burbank, Calif., and was en route to the Far East with a load of cargo when it crashed Friday night. Machado and Hightower said the crash occurred after three of the plane's four engines quit in rapid succession. They indi cated that a faHlty' altimeter may have been responsible for the attempted ditching ending in disaster. "Tony had just relieved War ren Gin when No. 3 engine -quit," and we lost 500 feet. The third engine quit, when we were down to the water. "Tony ordered the crew to put on life jackets and get the raft ready. He was still trying to re start the engines and the alti meter was reading 400 feet when we hit. "The impact tore loose the freight, pinning Gin in the co pilot's seat and Hightower under some freight. Tony shoved the navigator (Olsen) and Hightower out the dome and then tried unsuccessfully, to reach Ven tresca. - "As we climbed out on the fuselage, we heard Ventresca calling 'Which way do I go?' "The ship sank very fast. There was no time to get sup plies or the life raft. , "As the' plane sank, Gin, who could- not swim, was towed away by Tony who had no life preserver. " ' . "To guard against sharks we agreed to stay together and bombard the water with our hands. . "Many planes were' overheard the first morning, but they did not spot us and they stopped appearing at noon. We were very discouraged. "Gin was delirious on the sec ond morning and Olsen had his thumb bitten by a shark. After a while Gin died and Tony put on his preserver. Then Olsen died from loss -of - blood due to the shark bite. Hightower was holding Olsen's head on his chest and he said 'It looks as If he's gone.' - , - "Hightower was bitten by sharks several times. "Then we saw this ship zig zagging toward us and we whis tled until someone saw us. "We're here because of our faith in God and our determina tion to live for our families.' We all prayed aloud while we were waiting."
