Over 300 Congressional Investigations Since 1789 Washington U.PJ Well over 300 congressional investigations havo been held since 1789 the first year of the United States under the constitution. The constitution doesn't grant specific authority for investiga tions and hearings. Congress just assumed it had the right to make them and started right of at its first session. It was not until 30 years later that Congress was challenged by the courts. A citizen, who was arrested by order of an investi gating committee, took his case to the U.S. Supreme court. Con gress won its first test wherTthe court upheld the action. Power Challenged Since then, the power of law makers to investigate has been challenged many times. The courts, except for a few cases where they found Congress had overstepped" its bounds, have held that Congress had the right to investigate and recommend for prosecution. The first important probe was In 1792 when a committee want ed to know why a general's forces had been so badly routed by Indians House investigators cleared him of all charges, but the publicity nearly ruined him Andrew Jackson, who later became the seventh President, was another general who drew the fire of a committee wben he chased Indians into Spanish ter ritory. It was contended that Jackson's maneuver might have led to a war with Spain. The early committees dealt with some of the same questions that crop up today. They investi gated corruption in government over 100 years ago. A Senate committee examined and weigh ed the evils of "Communism 34 years ago. In the 1920's, '30's and '40's the big investigations were cen tered around corruption in high places, the economic situation, and the war effort, respectively. To Help Lawmakers Congressional probes may also focus the public spotlight on situations that call for correc tive action such as crime, cor ruption and Communism. The purpose in this case would be St might er Road At Zigzag Sought ' Portland U.R) A proposal to straighten out the Zigzag creek curve on the Mount Hood highway between Zigzag and Rhododendron was submitted Friday by the Oregon State Highway Cpmmission to the fed eral bureau of public roads. The commission recommended that the federal government spend $500,000 available in for est service funds on the proj ect. R. H. Baldock, state highway engineer, said the curve pre sents a hazardous condition in the already realigned highway from Government Camp to Zig zag creek. Baldock said the proj ect could be started next year if the forest service and bureau of public roads can agree. to gather and publicize the facts. In many ways an investiga tion may bear some resemblance to a court proceeding. It can sub poena witnesses and cross-examine them but can not make a binding decision after evidence is presented. Prosecution and punishment is left for the law enforcement officers and courts. Last year congressional com mittee spent about $4,000,000 probing everything from the conduct of a senator to housing scandals. Some congressmen thought the cost to taxpayers of mushrooming inquries was head ing for and all time record. They felt that this was the time for a congressional investigation of the congressional investigations. Manslaughter Charge In Yreka Auto Dealh Yreka, Calif. (U.R) Alfred E. Furshaw, 54, of Vancouver, B. C, has been charged with man slaughter in connection with the auto death of William G. Green, 29, also of Vancouver. Green, an employee of Fur shaw's was killed Wednesday when Furshaw's auto crashed headon into a car driven by John R. Savage, 46, of Yreka. Both Furshaw and Savage were hos pitalized here with serious in juries. The warrant, issued by the Siskiyou County sheriff's office, alleged Furshaw was driving on the wrong side of the road when he collided with Savage.
