McCANN , United Press Foreign Analyst The week's good and bad news on the international bal ance sheet: THE GOOD 1. American, British and French leaders seemed increas ingly hopeful that the Big Four "summit con ference which opens Monday in Geneva, Switzer land, might lead to a reduction of world tensions. Optimism was tempered by caution, pend ing actual nego tiations with tbarles MeCaan me ItUSSians. But Secretary of State John Fos ter Dulles, arriving in Paris on his way to Geneva, summed it up when he said: "Great hopes are in the air." Moscow an nounced that the Kremlin will send an unusually strong dele gation, led by Premier Nikolai 1 A. Bulganin. It was finally dis closed that Communist Party boss Nikita S. Khrushchev will be a member, thus increasing the authority of the delegation. So viet Defense Minister Georgi K. Zhukov, wartime friend of Pres ident Eisenhower, also will be a member. 2. Antonio Segni, new pre mier of Italy, said in his first speech in Parliament that he will continue close cooperation with other members of the North Atlantic Treaty Organization. It was predicted that Segni would have no trouble in getting a vote of confidence in the Chamber of Deputies, probably Monday. The chamber's reception of Seg ni, when he outlined his legisla tive program, was lukewarm, however. He may run into trouble soon. 3. The threat of serious delay in West German armament seemed ended. Chanchellor Kon rad Adenauer accepted demands Incorporation Raises Portland Hotel Hopes Portland (U.R) Corrigan Portland Corporation was in corporated in Salem yesterday, hotel interests reported today, as an indication that Texas real estate man Leo Corrigan is going ahead with plans for a $12,500,000 structure in down town Portland. A group of Portland interests who would help finance the structure incorporated last week as the Cosmopolitan Hotel Com pany of Portland, Inc. Both new corporations are em powered to make firm agree ments, but the local group may still negotiate with other inter ests to sponsor the new hotel. The Bundestag the lower house of Parliament prepared to rush through the first armament bill, to raise 6000 volunteers. THE BAD 1. Tricky Ho Chi Minn, presi dent of the Communist state of Northern Viet Nam in Indo china, arrived in Moscow after visiting Chinese Red leaders in Peiping. There seemed every reason to believe that Ho was plotting trouble for the free states of Indochina. His agents are increasingly active in South ern Viet Nam and Communist guerrillas are fighting govern ment troops in Laos. - 2. Indonesia was threatened by the biggest crisis since it at tained its freedom from the Netherlands in 1949. There has long been chronic revolt in Su matra, West Java and the Cele bes. Now, the Army refuses to accept a government-appointed chief of staff. The latest develop ments were that Defense Min ister Iwa Kusumasumantri re signed and that the greater Indo nesia Moslem Party pulled its two members out of the cabinet. 3. The armistice situation in Korea continued to deteriorate. The Communists have openly cheated ever since the truce was signed two years ago by build ing up their armed forces. They refuse to let the Neutral Nations Supervisory Commission inspect North Korean territory. It is now proposed that the number of inspection teams .be reduced. VERBAL ATTACK PERMITTED Buenos Aires (U.R) Federal Judge Carlos Gentile ruled Thursday that Argentines are not liable to trial on charges of disrespect of President Juan D. Peron when they criticize him in their homes. The judge dismissed a complaint by a wom an that her neighbor attacked the president verbally in her house. Karl Knutson New Commander of DAY Karl J. Knutson, 615 Colum bus ave., last night was installed as commander of the Medford Disabled American Veterans. Knutson, a Purple Heart win ner during World War I, has served as treasurer of the local DAV. g?oup for several years, and also served as commander during World War II. He succeeds Lester L. Moser as commander. Other new officers include Emery C. Anderson, senior vice commander; Henry L. Williams, Junior vice-commander; Jim Lil lie, chaplain; Frank Clayton, sergeant at arms, and Moser, treasurer. Installing officer was George Simmons, Medford, state senior vice-commander. Visiting officials included Mrs. Olive Adamson, Klamath Falls, state chaplain; Bob Fenton, Klamath Falls commander, and Baden Robinson, Grants Pass, district commander. The installation was held at the Medford Moose hall.
