Citv Soviet Holds Trump Cards in Talks on Unity for Germany Geneva, Switzerland (U.R Russia's bargaining . position- in the Big Four "summit" confer ence will be strengthened by the concessions it has won from the West in the past. The Soviet Union will enter the conference next Monday in complete control of Eastern Germany. It has a hold, itself and through its satellite, Poland, on the rich German territory lying east of . the Oder and Neisse rivers. Russia also holds large num bers of German war prisoners, skilled workers and scientists. These are the Kremlin's trump cards in the negotiations on Ger many, and German unity, which will be the No. 1 topic for dis cussion in Geneva. Russia received - big conces sions in the Tehran, Yalta and Potsdam top-level meetings, first, because it was bearing the brunt of the war against Germany, and, second, because its coop eration was sought in . the last phase of the war against Japan. At Tehran, in 1943, . Josef Stalin received a commitment from the Western Allies to open a second front in Western Eu rope. Eastern Europe was left to the Red Army, and has now been bolshevized. More Grants At Yalta in 1945 Russia se cured its control of Poland and a claim to a big slice of Eastern Polish territory. This provided the pattern for the infiltration of Eastern Europe which put Hungary, Romania, Bulgaria, Albania and Czechoslovakia un der Red rule. At Potsdam, later in 1945, Russia gained the concessions which made it master of Eastern Germany. It won control also of part of Austria. It gained a promise of German reparations and also gained control of part of Austria. ' The 10 years since Potsdam have witnessed a grim deterior ation in West-East relations. Tension firs rose because of Com munist interference in Greece soon after the war. First British, then American interven tion, saved that country from the Red avalanche. - - . Next Russia refused to pull its troops out of Iran. The United Nations, in the biggest victory in its history, finally forced Russia to get out. "'.-- In February, 1948, the Com munist coup in Czechoslovakia took that country into the Rus sian orbit. Historic Blunnder On June 24, 1948, Russia im posed its blockade of Berlin after two years of deteriorating rela tions with the Western Allies. It was a historic blunder. The block ade was ended in May, 1949, aft er the United States and Britain, by means of a dramatic airlift, broke it. . Relations continued to get worse. Russia's aggressive poli cies had forced the Western Al lies to form the North Atlantic Treaty Organization. This treaty was signed in Washington, D. C, on April 4, 1949 - It was realized that Western German cooperation was needed. In May, 1949, the West Ger man federal republic was formed in Bonn. , Germany's entrance to NATO was decided upon. France failed to ratify the first agreement to that end. But last December, the French Parliament ratified a substitute agreement, 'forming the Western European Union in cluding Germany. Germany was admitted to NATO and author ized to raise a force of 500,000 men. As part of this development, the Allies gave sovereignty to the West German republic In doing so, they added value to one of Russia's trump cards for Ge nevaits continued tight grip on Eastern Germany.
