Father Blocked by Laws in Attempt To Give Eyes of Dead Daughter to Blind Chicago (U.R) A father said today that the law blocked him when he tried to give the eyes of his newly-dgad daughter to the blind "so that someone else might see." Andrew Costikyan was close to tears as he told how he tried to have the eyes of his 2-year-old daughter removed a few hours after she was killed in a car crash Thursday. He said a coroner's physician refused to allow the operation, telling him he would "regret" it later. Blocked Operation The physician's objections blocked the operation for more than 12 hours, Costikyan said. After that, the eyes were of no value to an eye bank. Costikyan, whose wife and 5-year-old son were also severely injured in Thursday's crash, in sisted that he knew what he was doing when he asked to have the eyes of little Carol removed. "I'm a photographer," he said, "and I've always regarded the eyes with awe. My wife and I often discussed this and decided that if anything should happen to anyone in the family, the eyes should be removed so they could be used again." Consequently, Costikyan asked that Carol's eyes be removed when she was brought to the suburban Evanston hospital. He planned to donate them to the University of Illinois Research hospital, where they might be used to restore sight to a blind person. Said Inquest Needed But coroner's physician, T. A. Carter, wouldn't permit it, Cos tikyan said. Carter maintained that Carol's body was under jurisdiction of the coroner's of fice until an inquest had been conducted, according to Costik yan. A hospital pediatrician, Dr. Robbins Kimball, backed up Costikyan's story. He said Car ter refused permission for the operation three times. Meanwhile, other Cook coun ty authorities said Costikyan was in high rights in demanding the eye-removal operation.
