Neuberger Sees Time Needed To Promote Family Subsidy Plan By A. ROBERT SMITH Mail Tribune Correspondent Washington (Special) In call ing on Congress this week to make a study of the feasibility of America adopting the Canadian family allowance program, Sen. Richard L. Neuberger (D-Ore.) i - a: . i ?i i .1 j 1 saia ne anticipated u wouia lase a long time perhaps to put it across because of immediate opposition following these six lines: 1. That to have the federal government send every mother a monthly check as a family al lowance for each child under 17 will be labeled as socialistic. "This is a familiar epithet," Neuberger said in reply, "which has been applied to most of our social legislation." He argued that Canada has had the plan in effect for 10 years, during which time American investment in Canadian free enterprise indus trial development nearly doubled $4,900,000,000 to $9,000,000,000. "I am not claiming that fam ily allowances have induced hard-headed American business men to invest their dollars in Canada," Neuberger added. "I do, however, think it is signifi cant to consider before pre dicting that family allowances would socialize our families and bankrupt the national economy that the Canadian program has not retarded lavish invest ment by, American big business in Canada's economic and fiscal future. And I remind you again that Canada's conservative party joins the other political parties of Canada in endorsing the family allowance program Concerning cost, Neuberger estimated it would run $3,500, 000,000 annually. He said the U. S. is now spending $8,800,- 000,000 on liquor and $5.3 bil lion on tobacco. 2. The checks would be payable to the mother. 3. It will be claimed there should be a "means" test, with allowance checks going only to needy families. When everyone receives a check, it is spent proudly and openly, said Neuberger, but if it went only to the needy, it would be "used furtively and with a sense of shame, if at all." He said "it is likely that the army of investigators needed to police the system, if a "means' test were instituted, actually would cost more money than the relatively small number of checks going to families who do not need them." 4. It will be claimed that fa milies with children should be aided through higher income tax exemptions than those already allowed for dependents, rather than by direct payments under the family allowance plan. Neuberger said this "would prove of relatively little help to those who need assistance the most the families in the lower income brackets who already pay only meager or no income taxes because of the skimpiness of their incomes. Exemptions benefit most those with larger incomes in the higher tax brack ets." .He said the allowance plan is preferable also because the payments are earmarked for the child's welfare. "This is why the consumption of milk, baby foods and child ren's shoes rocketed immedi ately in Canada when family al lowances were enacted," argued the senator. "No such phenome non would have occurred had there simply been a general tax reduction." 5. It will be called a subsidy to families with growing child ren. Neuberger said a subsidy is "merely a payment by govern ment to assist in the accomplish ment of objectives deemed ad vantageous and beneficial to the public" and that America has used them to help railroads with land grants, farmers with conser vation and price ; support pay ments, airlines and shipper lines with direct subsidies, the press with special postal rate "un related to actual costs" and busi ness generally with tax write offs. 6. It will be called unfair to tax those without children to support the plan. Neuberger said the same principle applies in levying taxes to support public schools and playgrounds. Every one would benefit indirectly, he said, if the plan helped reduce juvenile delinquency to the ex tent that it is "rooted in poverty, neglect and a low standard of living." Local Students Rank Above National Mark In Achievement Tests Medford's primary students rank consistently above national average in standardized achieve ment tests, it was reported to day. Word recognition, reading, spelling, language and arithme tic achievement test results re leased by the city school super intendent's office showed local youngsters made scores ranging up to a full point higher than those in the rest of the nation. Tests are scored by a system of numbers, arbitrarily set up but generally corresponding to grade levels. Medium Scores Results published gave local and national "median" scores Not an average, the median is the point at which there are an equal number of students receiv ing scores above and below. In, the first six grades, com paring local medians to national average medians, results were: Grade One: (Gates primary reading tests) word recognition, 2.5 to 1.8; paragraph meaning, 2.5 to 1.8. . Grade Two: (Gates advanced primary reading tests) word re cognition, 3.7 to 2.8;. paragraph meaning, 3.8 to 2.8. Grade Three: (Gates advanced primary reading tests) word rec ognition. 4.7 to 3.8; paragraph meaning, 4.6 to 3.8. (Stanford achievement elementary) para graph meaning, 4.1 to 3.8; word meaning, 4.4 to 3.8; spelling, 4.5 to 3.8; English, 4.5 to 3.8; arith metic reasoning, 4.2 to 3.8; arith metic computation, 4.6 to 3.8. The state office of the Agricul tural Stabilization and Conser vation Administration Adminis tration got a telegram from Sec retary of Agriculture Ezra T. Benson announced the end of wheat acreage allotments and quotas, and cancelling the mar keting quota referendum sched uled for June 25. ' Before the state's wheat' pro ducing counties were notified of the action, the administration of fice checked with local news papers, and clamped the controls down again even before they were lifted. Benson's telegram was found to be part of "Operation Alert," the nationwide civil defense test. A clerk in Washington, D. C, apparently forgot to point this out in the wire. Rail Crews Rescue Young Hitchhiker Portland (U.R) Ayoung i hitchhiker yesterday was res- worked three hours to free his legs which were pinned in a gondola car by a load of struc tural steel. He apparently fell asleep when the car pulled into the yards and was trapped "when the load shift ed as the car was moved in switching. The steel was un loaded piece by. piece before he was freed. He. was identified at a hospital as Andy James Robinson, 28, Chelsa, Okla. His condition was "not too serious."
