Bay, Hungarian-born natural ized American, first developed his "clock" in Budapest during World Warll. At the time he could measure up to only a slow one one-millionth of a second. With the addition of innova tions such as the electric mult ipilier and a photomultiplier, Bay's "clock" reached its pre sent potent state. Bay said he "guesses we're a little bit ahead of everyone else" in the time measurement busin ess "anyway we're not be hind."
