The interview is especially timely be cause it was Just three years ago that Adenauer predicted in another inter view with Bisco that a United West would lead Rustia to realize the fu tility of the cold war and to prepare to negotiate. The inter view follows. by jack bisco United Press Correspondent Copyright 1955 by United Press ' Bonn, Germany (U.R) West German Chancellor Konrad Adenauer today assured the United States and the Western Allies that West Germany will stand solidly with them. He said he was willing to at tend a top level conference with the Soviet Union under proper circumstances, but he added with great determination: "One thing is certain: We will faithfully observe the obliga tions taken up under the treaties with the West. "On the other hand, we would he pleased 'if a contribution to the reduction of world tension could be achieved by an ex change of views with the So viets." Adenauer received me in the same carpet-covered office where I met him three years ago. He said that a meeting such as the one proposed ! by Russia must be preceded by an ex change of views with the Soviet Union. 'Take Some Time' He said that his government's reply to the Kremlin s bomb shell note of Tuesday, inviting Western Germany to establish full diplomatic relations with Russia and calling for a confer ence with the 79-year-old chan cellor, would "take some time." . "Several questions will have to be clarified first," he said. Recalling that the Soviet note spoke of diplomatic, cultural and trade relations with Ger many, Adenauer said: "We must first have an ex change of , views with the Soviet Union on these questions before I can go to meet them. "For that reason there will be no immediate German-Russian conference." ' ' I asked the chancellor whether he would go to Moscow himself or whether he would prefer to meet the Russian lead ers in Bonn or in a neutral place like Geneva. Technical Question He leaned back and smiled "That is a technical question, and of no great importance" obviously implying that he would not refuse to travel to Russia if a conference, is held. " He said he would explain his position in full to. President Eisenhower and British Prime Minister Sir Anthbny Eden when he meets both next week if he was asked to explain by the two Western statesmen. "I do not know what questions they will ask me, but if they want to talk about this subject, I will certainly do so," hq said. "A reply to the Soviet Un ion, however, requires the prior clarification of a number of question," he explained, because the Soviet note's reference to establishment of normal rela tions with Western Germany was "too general." Prophetic Statement Adenauer spoke of the new Soviet move when I read to him a statement which he made to me three years ago, a statement which already seems prophetic. On Oct. 2, 1952, the German chancellor told the United Press: "I'am firmly convinced that (the late Soviet Premier Josef Stalin) once the West has un ited and the Atlantic commun ity becomes strong enough re alizes that the cold war does not pay in the long run. Then he (Stalin) will be prepared to ne gotiate. If we continue our way followed during the past two years, then I am convinced that the day for such negotiations of the West with Moscow is not far away." Adenauer recalled having made this statement and said that "every word pf it is still true." The West German cabinet, in a statement issued following a meeting earlier Wednesday, had already said that if the Russian invitation were accepted, Ger many would proceed only in consultation with her allies. Supports Eisenhower'. Remark He supported President Eisen hower's remark Wednesday that a four-power meeting with Rus sia could serve as a means for establishing peace in the world He said he was in full agree ment with Mr. Eisenhower that Germany would stand by her treaties with the west. Commenting on world poli tics and the forthcoming meeting of the Western Big Three with the Russians, Adenauer made these observations: The United States and Soviet Russia should get together and agree on a formula for control led world disarmament. The United States, he said, should take the lead in the drive along the lines of Eisenhower's propos al of March 1953. Other Settlements 2. This Big Two agreement on disarmament would pave the way for a settlement for -other problems like security and Ger many: " 3. The forthcoming four -power meeting will probably last long and require a lot of patience on the part of both the partici pants of the conference and the public. . The chancellor smiled proud ly when I commented on the great reconstruction and t h general progress which had been made by Germany since our last talk. He seemed especially pleas ed that I had flown on the n7 German airline which promises sim another link between Ger many and the United States.
