ft Congress Asked For Reappraisal Of Television "Washington :U.R Congress was asked today to make an ''agonizing reappraisal" of gov ernment policies toward televi sion a "voracious monster which consumes Shakespeare, talent and money at a fearful rate." Broadcaster and newspaper publisher Mark Ethridge made the plea for "sober considera tion" at the 33rd annual conven tion of the National Association of Radio and Television Broad casters just before President Eisenhower was scheduled to appear. In a speech prepared for de livery, the NARTB Keynote Award winner charged that the "scramble for licenses" amid technical, legal and political pressure has "threatened to en gulf" the Federal Communica tions commission and makes for "ill-considered regulation." Ethridge, owner of WHAS, WHAS-TV and publisher of the Louisville Courier - Journal and g the Louisville Times, questioned whether the commission has the "power under an "antiquated act" to regulate as it should in modern-day circumstances and whether the "economic and so cial impact" of TV makes it de sirable to review the question of network regulation.
