President's Hope for 'New Dawn' of Peace Heads News for Week By CHARLES M. MeCANN United Pms Foreign Analyst The week's good and bad news on the international balance sheet: THE GOOD 1. President Eisenhower ex pressed hope that "a new dawn" of peace may be coming. The President spoke during a dramatic tele visions a d i o appear ance with Secretary of State John Foster Dulles, who was re porting to the nation on his visit to Eu rope. Review- I X 1 I harles McCann lt me en trance of newly sovereign West Germany to the North Atlantic Treaty Organization, the signing of the Austrian independence treaty and the tentative arrange ments made for a Big Four con ference of heads of state, Dulles said that "what happened may really mark a turning point in the tide of history." Mr. Eisen hower, summing up after Dulles' speech, said: "We will stay strong and we'll stay vigilant, but we're not ging to extinguish the hope that a new dawn may be coming, even if the sun rises very slowly." 2. West German Chancellor Konrad Adenauer won a signifi cant victory in legislative elec- tions in the state of Rhineland Palatinate. The vote carried with it approval of Adenauer's policy of rearmament and alli ance with the free world, as opposed to a policy of neutral ity. The state legislature elects members to the West German Senate, and the victory assured Adenauer of the continued firm control he needs there to get ap proval of his rearmament legis lation. 3. A Peiping Radio broadcast disclosed that Chinese Commu nist Premier Chou En-Lai, in a report to a congressional com mittee, had repeated his offer to "sit down and enter into negotia tions" with the United States. The situation in the Formosa Strait, chief cause of tension be tween Red China and the United States at the moment, remained quiet. It was made known that American and Chinese National ist air strength on Formosa is growing rapidly. THE BAD 1. Despite assurances from Belgrade, the State Department and Western foreign offices in general expressed anxiety over the impending visit of Soviet Premier Nikolai A. Bulganin and Communist Party Secretary Nikita S. Khrushchev to Presi dent Tito of Yugoslavia. Fear was expressed that the Russians might induce Tito to become a "neutralist" or even to join the new East European military alli ance. .Belgrade dispatches irl, 13, Champion Speller Washington U.R) Thirteen-year-old Sandra Sloss of Granite City, II., thought about nicer things today than "crustaceol ogy, immiscibility, abbacy and mnemonic." She has $500 in her pocket plus $100 for a week-end trip to New York, after spelling those words correctly and winning the longest National Spelling Bee in the 28-year history of the con test. "Sandy" outlasted 61 other brieht youngsters in a tongue- twisting contest Thursday that covered 541 words the longest list since they wrote the Bible," according to contest director Charles Schneider of Scripps Howard newspapers. quoted Yugoslav sources as say ing the fears were groundless. 2. French attempts xo pacify North African nationalists by granting home rule failed to stop terrorism. It was necessary to call in the Foreign Legion to re inforce security forces combat ting the terrorists in Algeria. Terrorists were active in Moroc co also. 3. Communist-instigated Chi nese students, rioting in Singa pore attacked Gene Symonds, United Press manager for South east Asia, and beat him to death. Symonds, a front-line type of reporter, was covering the riot at close range, as he had covered the Korean war. British authorities were asked to inves tigate disturbing reports that police close to the scene of- the attack on Symonds failed to go to his rescue. The levy election will be necessary because of an inade quate base, additional teachers and increased operational costs of the school district. Two Polls Polling places will be Central Point Junior High gymnasium and Gold Hill school gymnasium, and pools will be open between 2 and 8 p.m. The budget last year was $600,439. Increased receipts from the district are expected to re duce the levy, which this year is $44,698 less than last year. Part of the reduction is due to allot ments of O and C funds to re duce bond indebtedness. The budget provides for a new teacher at Central Point Junior High school, two in Central Union Leaders Asked To 'Reconcile' Views Vienna, Austria U.R) James J B. Carey, CIO secretary-treasurer, called upon the free world's union leaders today to "recon cile" the divergent views on armament. The American union leader said labor's attitude on arms is one of the most important topics facing the Fourth World Con gress of the International Con federation of Free Trade Unions opening here today. "The American view tends to emphasize strength," Carey told the delegates from 77 nations. "It stresses that H-bombs will not be outlawed or their tests discontinued until we have a program of universal disarma ment with proper international supervision." Other Americans attending the. eight-day session were AFL President George Meany and Thomas Kennedy, vice-president of the United Mine Workers. Leap, 9, injured Wednesday when a trolley pole from an in terurban car fell on him, died yesterday in a local hospital. The boy was in surgery for sev eral hours. CRUSHED BY TANK Burns, Ore.-MU.R) Rollin E. Thome, 20, was crushed to death by a 300-gallon water tank Wednesday. The tank fell on Thome when its supporting plat form collapsed.
