Secretary of State Earl T. Newbry objected to the practice of the Joint Ways and Means committee of writing notes to administrative heads telling them how appropriated funds were to be spent. State Treas urer Sig Unander pointed out that the memorandums do not have the status of law. Gov. Paul Patterson commented that there was an increasing tenden cy on the part of legislative com mittees to address directives to the executive branch. One of the members of the joint committee, Rep. Alfred Corbett (D-Portland), had ob jected to the practice during the session which ended last week. He demanded copies of all such memorandums which he said should have the backing of the entire Legislature, not just com mittee chairmen. Cell Block Approved Completion of a cell block at the state penitentiary and relo cation of the power plant out side the walls of the prison, authorized by the 1955 Legisla ture, won approval of the board. The work will cost some $100,000. The board allowed a claim of $4,429 fqr repair of the roof on the state garage build ing. The board was also advised that the congregation of the First Presbyterian church here would accept the $332,000 offer the state has made for the property. It is within the Capitol Mall area and eventually will be used for state purposes. Newbry Speaks Up As for that $4,429 item $4, 429.77 to be exact Secretary of State Earl T. Newbry, who is custodian of state buildings and grounds, noted with a bit of bite in his voice that the legislative Ways and Means committee was "very kind" in suggesting that the roof repair cost come out of the general operating and maintenance fund of the capitol buildings - and grounds account. He said ways and means gives him a budget, then takes part of it away from him. He expressed belief the bill should have been paid by the emergency board. Gov. Paul L. Patterson sug gested that the Emergency Board be advised that the bill had been paid as suggested so that if Newbry must call on the board for funds later to replace it, the board will be on notice. The board decided to tighten the procedure involving han dling of funds of institutional in mates and patients . by raising the bonds of some . superinten dents to $10,000. Superinten dents affected are those at Ore gon State hospital, Eastern Ore gon State hospital, Fairview home and the state penitentiary. Talks Resumed in Trucker Dispute Los Angeles U.R) Represen tatives of the truck transporta tion industry and the Teamsters Union . resumed negotiations to day in an effort to head off a threatened strike of long-haul drivers. Frank Brewster, head of the Western Conference of Team tsers, said it was assumed that if any settlement were reached it. would cover the area of the 11 Western states. Contract discussions related chiefly to the line, or long-haul drivers, members of Local 224 of the teamsters, out of state truck operators took part in the talks, for he first time. The teamsters have asked 10 cents an hour additional pay this year and eight cents more next year and. in the following year. Operators have offered raises of five cents for each of the three years. Foresters Schedule Field Day, Meeting A meeting of Siskiyou chap ter, Society of American Forest ers, will be held Friday, May 20, it was announced today. A fea ture of the all-day meeting will be a field trip to Klamath Na tional forest. The field trip will start at Klamath River bridge, on Higl way 99, at 9 a.m., PST. In the evening, a dinner meeting will be held at Bur Bel resort, one mile north of Klamath River bridge on Highway 99. The dinner will start at 7 p.m., PST. Featured speaker for the dinner meeting will be Bill Hal lin, of the California Forest and Range Experiment station. Twenty-one towns and six cit ies were incorporated in Illinois in 1855. The cities were Decatur, Freeport, Kankakee, Macomb, Marshall and Urbana. 7 7 Illegal Mexicans Deported From Klamath Klamath Falls U.R) Elev en illegal Mexican immigrants, the smallest number taken in this area in federal immigration service roundups to date, were deported to Mexico yesterday. A crew of six men headed by immigration- officer Ralph John son conducted the search in the Weed, McCloud, MacDoel and Klamath Falls areas. Previous roundups have netted "wet backs" numbering into the hun dreds . CHEAP TRICK Vancouver, Wash. U.R) August Greenlund complained to police that he has had to break into his own grocery store every morning for the past several days. Greenlund said some prankster has been putting cheap padlocks over his own locks on the front door. Navy May Expand West Coast Facilities Washington U.R) The Navy is seeking congressional approval to expand naval facilities at two West Coast ports. Rear Adm. Sherman R. Clark testified yesterday before the Senate Armed Forces Committee on behalf of a proposal to buy 354 acres to enlarge ' the San Francisco Naval Shipyard. Clark said most of the area sought is now under water. The Navy seeks $4,369,000 for the expansion project, one of 160 projects it proposed last month. The committee is now consider ing the list. Clark also asked the commit tee for $200,000 to add a "notch" at the end of the dry dock at New Bremerton, Wash.
