The blight was halted and the lumber-built building reclaimed by a program of "limited reha bilitation" that was based on simple repairing, cleaning and painting, with some items of modernization in bathroom and kitchen equipment. Costs of the project were held to a level that would permit fu ture rentals of from $42 to $60 per month for furnished one bedroom apartments. Complete modernization.would have called for rental rates above the ability of the tenants to pay. The situa tion and its solution are com monplace throughout the coun try. The need is to expand it through community and neigh borhood action. This Is Timber Business So Fritz Burns, a mighty buil der and a great American, came up from California recently and told members of the West Coast Lumbermen's association that the nationwide problem of blight in residential neighborhoods is their business. He said that all forest owners, public and pri vate, large and little, have a vital interest in the ancient slums that are spreading like cancers in the cities of the East and Midwest. And Burns had a plan of action to present. "Action" is really the name of the plan. The word comes naturally from the first letters of the new organization's name the "American Council to Improve Our Neighborhood." Then values would rise on each property unit. The neighboorhood blight stays and spreads, however, when only a few owners act in dependently to reclaim their apartment houses or individual homes. Then it is the old story of the rotten apples that remain in the barrel spoiling the oth ers. Over-all values keep going down. Chicago has 23 square miles of slum areas-that are classified as "hopelessly blighted." There are some 56 more square miles of home neighborhoods that are partially blighted. In the first example full-scale slum clearance is needed. The second vast area can be reclaim ed by neighborhood action. The same situations are on the maps of Detroit, New York, Boston, Baltimore and Washington, D. C. All of . the older American communities have blocks of blight. And there are rural slums, too. Action looks to them all, as a responsibility of private enterprise in building and real estate. Pioneer Burnt A year ago this column told how Fritz Burns had completed a little demonstration of his own on the rehabilitation of the old Beacon Hill district in Los An geles. He had put three houses that were about 70 years old through a course of moderniza tion. Their Douglas fir . houses and cedar siding were sound and good. Each roomy home was transformed into a pair of high class homes of today. The new Action program, led by such builders as Fritz Burns, hailed by President Eisenhower, backed by the Advertising Coun cil and sponsored by national building organizations, is pro moting housing rehabilitation as a means of community and neighborhood improvement.
