April 22. 1953 c Indefinite Delay In Vaccine Program Portland (U.R) The State Board of Health today said it had recommended indefinite post ponement of the program to in oculate first and second grade school children with the Salk polio Vaccine. Drr Harold M. Erickson, state health officer said the suggestion was mailed to the 34 health dis tricts in the state after his office received a letter yesterday from the National Foundation for In fantile Paralysis. The letter said that eastern manufacturers of the Salk vac cine were delayed in releasing shipments because each lot had to be approved by the National Institute of Health. Locally , 3 Start of Daylight Saving Time early Sunday morning in Cali fornia and other parts of the nation will mean changes in Medford area radio, television and transportation schedules. Medford, along with the rest of Oregon and Washington, will uremain on standard time. Few changes are contemplated in the ! times of most local programs. ; Many 1 Hour Earlier KYJC and KMED, the local radio stations carrying network programs, noted these changes: For KYJC, programs originating through the Columbia Broad casting System will be moved up an hour, while those from the American Broadcasting Compa ny will remain at the same time. For KMED, all National Broad casting Company shows will be heard one hour earlier, with a few exceptions. . v Television station KBES-TV will have no changes prior to 6 p.m. each day, and no changes at all on Tuesdays and Wednes days. "Quite a shuffle in pro grams is planned," KBES offi cials said, but in general, with the above exceptions, network shows will be one hour earlier. Bus Schedules Change The two bus lines serving Medford, Greyhound and Trail ways, will have schedule changes starting at 12:01 a.m. Sunday. For Greyhound, the changes will be in the nature of minor ad justments, one of which will be that the bus which has been leaving for Portland at 11:50 p.m. daily will be moved up to 11:20 p.m. each day. 1 Trailways plans a complete new schedule which is brought about, in part at this time, by DST, but also is part of a com pany program to speed up sched ules through use of express buses. Southern Pacific railroad of ficials indicated that no change in passenger train schedules from Medford is contemplated. Airlines Jset Changes Schedule changes are planned by each of the three airlines serving Medford. i United Air lines planes on most schedules will leave Med ford about one hour and 15 min utes earlier than they have in the past. An exception to this is the 4:10 p.m. north bound flight, which will leave five min utes later. ' , ' Both West Coast Air lines and Southwest airways have an- Committee Plan Would Add Surtax; Lower Exemptions By BILL FORCE United Press Correspondence Satem (U.R) A second in come tax plan was before the Oregon Legislature today, this one from the Senate Committee on Assessment, and Taxation. The committee last, night ended weeks of argument and reached agreement on a bill that would add a 45 per cent surtax onto the present personal income tax structure and lower exemptions from the present $600 to $500. Agreement was not unonimous. Sen. Phil Lowery (R-Medford) declared the committee had created a "shocking document.' Sen. Lowell Steen (R-Milton-Freewater) said such a tax por tended a "dreary, bitter road 'for Oregon." Lowry and Steen announced they would submit a minority report in opposition. Due on Floor Monday The two reports will reach the floor of the Senate Monday morning. If the majority report is adopted and the bill passed, the Senate version then would have to be submitted to the House for concurrence. It bears little resemblance to the income tax pit n sent to the Senate by the House, with the exception of the reduction of personal exemp tions. x The Senate bill would raise some $44,000,000. The House planned to raise only $25,000,- 000. The house bill had raised the rates of taxes levied in each income bracket and then had m eluded a 5 per cent surtax. The Senate committee left present rate percentages unchanged ana added the 45 per cent surtax. Also included by the Senate was a so-called Hardship clause which would exempt from taxes a single person earning less than $1000 a year or a husband and wife earning $1500 annually. The committee last night cleared its desk of a withholding tax increase bill previously adopted by the House. But," it in cluded a $100 wage minimum before which a 2 per cent tax would - not be deducted from farm labor paychecks. Tobacco Tax Passed ' ' Also passed from the commit tee with a do-pass recommenda tion was a tax on all tobaccos. The House had approved only a cigarette tax, but members of the House Taxation Committee indicated yesterday they would concur in the Senate tobacco tax M if the upper house deemed that - The bill as amended in com mittee would provide for a special election if both the in come1 tax and the tobacco tax should be referred by the voters. The revenue - that would be created by the Senate's tax plan was considered adequate to meet the needs of the. state for the next two years without recourse to a state property tax, provided it was not made inoperative by filing of referrar petitions. There would be enough money in finance the proposed $15,000, 000 building program on a pay-as-you-go basis. Eisenhower To Honor Dr. Salk and O'Conner Washington -(U.R) President Eisenhower called Dr. Jonas E. Salk to the White House today to give the famed scientist his personal praise and a special citation for developing a polio vaccine. The President also planned to honor Basil O'Connor, president of the National Foundation for Infantile Paralysis which fi nanced Salk's work. Salk arrived here by plane Thursday night and was im mediately besieged .by two small autograph-hunting "boys sched uled to receive their first shots of his polio vaccine today- at their Arlington, Va., school. Kenny Vinograd, 7, and his brother, Ricky, 6, sons of a Washington patent attorney, thrust piece of white paper into the 40-year-old scientist's hands as soon as they could reach him.
