Testimony Shows Trends The testimony given at the hearing before the Senate Na tural Resources committee head ed by Sen. Paul E. Geddes, Rose burg Republican, showed a trend, observers said, of those for partnership development of the Columbia river basin in fav or of the compact and those in favor of full federal develop ment opposed to it. The compact would have to be ratified by Oregon, Washing ton, Idaho and Montana, then approved by Congress before it became effective. Also joining in the compact with one vote each would be Nevada, Wyom ing and Utah. The four ratify ing states would have two votes each. Proponents of the compact, through which the seven states would get together on power, water rights, and other matters pertinent to the Columbia basin, gave the opening arguments and the opponents took most of the night session. Opposition Expressed James P. Marr, executive sec retary of the state AFL and George Brown, executive secre tary of the state CIO, said they were opposed to the compact on grounds that it might allocate proportionately more power to states upstream from Oregon. Elmer McClure of the State Grange and Harley Libby of the Oregon Farmers Union express ed similar opposition. Earlier, Barry Brownell of Sa lem and Oregon City, second vice-president of the Oregon Farm Bureau federation, said the OFBF was on' record as fa voring the compact. Coordination of Views. General O. E.- Walsh, former North Pacific division engineer for the U. S. Corps of Engin eers artd now with Portland General Electric, said the com pact would lead to a coordina tion of views of the states in volved on basin development. Ralph Cowgil, Portland engin eer who said he represented 1; 400 Pacific Northwest engineers favored the compact, expressing belief it would give the Pacific Northwest a controlling voice in Columbia basin development.
