Birming ham, Alabama health depart ment, were honest and right when they conclud ed from ten to seventeen years of ex perience with thp r a V i a e DcBradr problem in what they called the "rabies capital of North America" that: "1. Rabies is primarily a veter inary problem. Regardless of its- prevalence ' among dogs, it will probably, never cause suffi cient morbidity or ,,- mortality among human beings in . this region to allow its classification as a public health problem of importance. , 2. If rabies were as easily con tracted by man as is commonly supposed, it would - in Alabama become one of the leading causes of death. Instead, it continues.to be a very raredisease. , -. 3. In this region there appears to be little' relation between mortality from rabies and the administration of antirabies vac cine. 4. Etc., etc., etc." " In , their report, published in the J. A. M. A., 7 29, 39, Drs. Denison and Dowling - recom mended, I regret to note, fell into the error of many eminent ly ignorant health authorities of the nineteenth-. century, . when they said: ' ". . . cauterization of wounds made by the animal with strong nitric; acid is necessary for ade quate protection of the patient" (protection, from - what, for "heaven's sake?). "There is no substitute for nitric acid . in ten years' experience we have seen only one wound that had received proper local - treat ment." - . N 'i: If 'proper local .treatment" means cauterization with nitric acid or any other destructive agent. I'd hate td be niDned by a Birmingham pooch. ' Cauterization of a fresh wound is in my opinion crude malprac tice. I believe it subjects, the vic tim to the greatly increased risk of developing tetanus (lockjaw). I doubt . that any qualified sur geon today would advocate or approve ; - cauterization of a wound inflicted, by an animal or bird. ' i - The Birmingham ' authorities said there had beenthree deaths from fabies in the ten-years per iod from '29 to '39. Two of the persons who died were negroes, one white.
