I I Flow of American Capital Abroad Being Encouraged ; Washington U.R) An ad ministration tax-cutting plan to 'encourage investment of private American capital in foreign lands has the backing of a spe cial advisory group to the Sen ate Banking Committee. The Citizens Advisory Com mittee, composed of 125 labor, Agriculture, business and bank ing leaders, said large scale pri vate investment of American capital abroad should be encour aged. . The committee opposed further government grants of "economic aid to finance Ameri can exports. Ik To Renew Request The tax-cutting plan passed the Souse earlier this year, but failed to get through the Sen ate. Informed sources have said that President Eisenhower will renew his request for the legis lation when the new Democratic Congress meets. The committee report was sub mitted by Roy C. Ingersoll, chair man of the citizens group and president of Borg-Warner Corp., Chicago. Numerous Dissents It was marked by numerous dissents from individual mem bers, including AFL President George Meany who objected to ; the report's recommendation that Congress provide "no fur ther appropriations" for . eco nomic grants-in-aid as a trade financing device. . Although foreign nations must bear major responsibility for tak ,ing steps necessary to attract risk, capital,; the report said, 'American taxes oh Income from foreign investment should be re duced sharply to encourage flow o'f American canital abroad. Law Officer Picked For Ma j. Nugent Trial i Fort Sill, Okla. (U.R) The Army -yesterday picked Lt. Col. Donald L. Manes Jr., as law offi cer for the court martial of Maj. Ambrose Nugent, charged with collaborating with his Commu nist captors in North Korea. . - Manes performed the same . task, corresponding to a judge in a civilian court, last September -in the month-long trial of Cpl. Claude J. Batchelor, at Fort Sam Houston, at- San Antonio, Tex. Batchelor, of Kermit, Tex., was convicted and sentenced to life Imprisonment, but the sentence was later cut to 20" years.' : " A Nugent,' 44, and formerly "of Merrill, Wis., has been ordered to be ready for trial Jan. 11 on 13 specifications accusing him of helping the Reds during the 38 months he was . a prisoner. Eugene Girl Beatdn By Unknown Assailant s ' Eugene1 (U.R) An eight- year-om gm was beaten about the head by an unknown assail ant while playing alone here yes terday,' police reported. The girl suiiered bruises on her lip and eye and was released to her par ents after treatment at a hospi tal. Police said the girl described 1 the assailant as a young, blond man.
