Timber Scarcity Sean On mining, Ellsworth warned of a possible eventual scarcity of' timber and pointed to the ole of mineral industry as a supplementary , enterprise. He remarked that he in terceded in the case to see that the Al Serena people got a de decision one way or the other and called it a "fairlv routine matter." Their securing of pa tents was no different than the Hanna company in the Riddle ic, uiu i-unKressman staiea, and there is more heavy timber on the Hanna claims. He said that department of Interior files on the case did not contain a proof of mineralization, al though the Al Serena company had a letter from the depart ment stating there was proof. The "new candidates" say that the law should not apply but 'that the bureaucrats shall decide, Ellsworth charged. He brought out that the mining law was written with the inten tion of giving incentive to the mining industry and that value of timber was not much until re cent years. With the Increase in the value of timber, the mining law should be changed -now, he said.- , . Asked whether the new tax bill helps persons of $3,500 to $5,000 per - year income, Ells worth answered that the little people were helped by reduc tions during the past two years, and pointed out that the com plex 875-page new bill elimin ated inequities of previous leg islation. He said that the oppo sition, is givng only part of the picture and reminded -his audi ence that the corporation tax is still 52 per cent. The representa tive stated that increasing in come tax exemptions from $600 to $700 was not mathematically possible if the budget was to be met. . It is beginning to shift some of the cost' of processing and handling the blood to partici pating Hospitals. Presumably, the hospitals will pass the charge along to patients'to whom Dixon-Yates issue a "sweet" poli tical gimmick." He said that the legislation merely authnrlH the president to make such a contract, that he has faith in Eisenhower and that If congress feels it made an error, he is cer tain it will review it. the blood is administered, The charge for "supplies and transportation" so far is running from $1.75 to $2.50 per pint. Such charges recently have been instituted in 10 of the 45 Red Cross blood donor regions. Affected areas ' are Savannah, Ga., Asheville, N.C., Columbia, S.C., Mobile, - Ala., Yakima, Wash., Boise, Ida., Portland, Ore., San Jose, Calif., Lansing, Mich., and Great Falls, Mont. Others Coming Negotiations are underway in other areas, including Philadel phia. Red' Cress officials predict the number of regions forced to the practice will double in the next year. They emphasize that there is not now, and never has been, any charge made by the Red Cross for blood itself. However, they concede that the practical effect of charging for some of the services involved in hand ling it is about the same thing. The action confronts Red Cross with the latest, in a num ber of public relations problems it has run-into in the volunteer blood donor program. The pro gram was launched at the start of World War II, dropped after the war. and revived in 1948 at the request pf the medical pro fession. Some people, the Red Cross fears, are certain to criticize Red Cross for "selling blood." The answer to this, said Dr. David N. W. Grant, national di rector of the Red Cross blood program, is that up to now the agency has been footing all the STOUT BRIDGE Brunswick, -Me.
