The President, after a brief statement of deep regret over Vinson's death, and a personal message of condolence to the widow of the Chief Justice, pre pared to tamo formal proclam ation of a period of national mourning. "A man of exemplary char actor, ho possessed great human undemanding, appreciation of our national heritage and a keen mind. He has filled positions of groat responsibility in all three branches of government, legisla tive, administrative and judicial. In an of them ho served with efficiency, dignity and integrity. "He was an outstanding citi- aen whoso death is a loss to America. Asked whether Vinson's death might change the President's va cation plans, the assistant white House press secretary. Murray Snyder, said the summer White House was in touch with the Supreme Court marshal who was arranging Vinson's funeral, and no decision had been made whether the late Jurist would be given a state funeral, or whether services would be held in Wash ington or in Vinson's home state of Kentucky. There was no doubt that the President would attend the fun eral, but the White House with held any formal announcement ' until the marshal of the court announced plans for final rites in behalf of the Vinson family. , While White House officials were loath to do much specula tion so soon after Vinson's death there was a feeling here that Mr. Eisenhower would not ele vate a present associate justice, but would go outside the court for bis new Chief Justice.
