UJD A Bureau of Reclamation official admitted Saturday that : the bureau Is reviewing the terms of its controversial water use contracts. - Pontes BoBSgotiatioa The official, R. S. Calland, as sistant .supervising engineer of the California projects office, confirmed that the. bureau's solicitor was "reviewing the whole thing." He denied, how ever, that the bdreau wantedto renegotiate the contracts. The bureaus move was re vealed Friday at a meeting of the California . Water Project Authority when it was asked by the bureau to stipulate postpone ment of several controversial court cases involving validation of water use contracts now in effect Clyde Spencer, supervising en gineer of the California projects office of the bureau, was Quoted at the meeting as asking for the delay but he was enroute to Boise, Ida and could not be reached for comment. Henry Holsinger. attorney for the California Division of Water Resources, said Spencer asked him to delay the litigation "to permit the Department of Inter ior to study the very important question presented by litigation and orient its future course." London (U.R) Prime Min ister Winston Churchill is ex pected toell the'leader of the opposition Labor party today that he intends to stay at the head of the British government. Reliable informants said Chur- hill has invited Clement R. Att- lee, Labor party leader and his predecessor as prime minister, to his official home to a lunch eon conference today. Attlee has been pressing for an authoritative . statement on the possibility that Churchill and Foreign Secretary Anthony Eden might retire because of their re cent illnesses. , Churchill is expected to tell Attlee that, for the present, he intends to keep the prime minis try and that Eden will continue in the foreign office. But some political circles ex pect Churchill to turn over some of his more burdensome day-to day duties to his aides. Under the British parliamen tary system it is customary for a prime minister to give private information to the leader of the opposition, who enjoys official status. In Kansas, the nation's No. 1 wheat state, experience shows that preparation of the seedbed for next year's crop is worth four bushels to the acre if done in July instead of in August.
